STATE TIMES NEWSSRINAGAR: Government of Jammu and Kashmir Union Territory (JKUT) on Wednesday accorded sanction to the establishment of Winter Secretariat at Srinagar.As per a GAD order, the Winter Secretariat at Srinagar would start function with effect from November 1, 2020 and the Administrative Secretaries shall remain available at the Winter Secretariat, Srinagar, as per a roster issued by the Government.Further, the Estates Department shall make suitable arrangements in the Civil Secretariat including heating arrangements, telephones/internet etc. for smooth functioning of the Winter Secretariat, Srinagar.In this context, a roster had also been formulated. Dr. Asgar Hassan Samoon, Principal Secretary, Skill Development Department, Saurabh Bhagat, Commissioner/Secretary, Labour and Employment Department, Sheikh Fayaz Ahmad, Commissioner/Secretary, Department of Floriculture, Parks & Gardens and Rukhsana Gani, Secretary, Hospitality & Protocol Department would remain headquartered at Srinagar from November 1 to 15, 2020 and March 1 to 15, 2021.Bipul Pathak, Principal Secretary, Science & Technology Department, Dheeraj Gupta, Principal Secretary, Housing & Urban Development Department , Navin Kumar Choudhary, Principal Secretary, Animal/Sheep Husbandry Department, Sarmad Hafeez, Secretary, Youth Services and Sports Departmentwould remain headquartered at Srinagar from November 16 to 30, 2020 and March 16 to 31, 2021.Atal Dulloo, Financial Commissioner, Health and Medical Education Department, Rohit Kansal, Principal Secretary, Power Development Department, Manoj Kumar Dwivedi, Commissioner/Secretary, General Administration Department/ Industries & Commerce Department, Sarita Chauhan, IAS Commissioner/Secretary, Department of Forest, Ecology & Environment, would remain headquartered at Srinagar from December 1 to 15, 2020 and February 1 to 14, 2021.Arun Kumar Mehta, Financial Commissioner, Finance Department, Dr. Pawan Kotwal, Principal Secretary, Revenue Department, M. Raju, Secretary, Jal Shakti Department and Talat Parvez Rohella, Commissioner/Secretary, Higher Education Department would remain headquartered at Srinagar from December 16 to 31, 2020 and February 15 to 28, 2021.Shaleen Kabra, Principal Secretary, Home Department, Hirdesh Kumar, Commissioner Secretary, Election Department/Transport Department, Simrandeep Singh, Secretary, Department of Disaster Management, Relief, Rehabilitation and Reconstruction would remain headquartered at Srinagar from January 1 to 15, 2021 and April 1 to 15, 2021.Shailendra Kumar, Principal Secretary, Public Works(R&B) Department, Sheetal Nanda, Secretary, Department of Rural Development and Panchayati Raj, Rehana Batool, Secretary, Tribal Affairs Department would remain headquartered at Srinagar from January 16 to 31, 2021 and April 16 to 30, 2021.The Winter Secretariat, which will operate in the Civil Secretariat Srinagar, will comprise Additional Secretary, four Deputy Secretaries and three Under Secretaries and other staff.
