National Conference MLA Javed Rana did it again. The loose cannon as he is, Rana has put his foot in mouth this time as well by belittling Jammu and Kashmir Policemen as ‘traitors and Dalals”. He did not stop there. He went on defending stone-pelters and violence mongers of the Valley, saying that anti-national sloganeering in Kashmir is the handwork of security agencies and not the Kashmiri youth.
Will Javed Rana go scot-free for touching lowest depths by hurling abuses at police, forces and officials, calling them they are ‘dalal’, thieves (chor) and disloyal (namak haram) besides using several other invectives.
In the last week of December 2017, Javed Rana had brazenly used derogatory language against soldiers and the police, while addressing a public function in Mendhar in Poonch, which was attended by the then PDP Minister Ch Zulfkar Ali and District SSP Poonch Rajiv Pandey. The SSP had objected to the most derogatory and unparliamentary language used by the MLA, who has remained Deputy Chairperson of the Legislative Council as well.
However, situation in December last was quite different with the State having a North Pole South Pole dispensation, senior partner of which had been soft towards all those maligning police and security forces, no matter if they included the political adversaries. That point of time the State had a Director General of Police, who had given a long rope to all sorts of anti-social and anti-national elements. Otherwise, how come a chief, considered to be the head of the police family, could swallow abuses and foul language against his ranks down below? Ironically, a few weeks back the State had a Governor, who remained muted, despite being custodian of the Constitution, to desecration of national anthem at a function in Baba Ghulam Shah Badshah University Rajouri where he was himself present. He took no cognizance of the disrespect meted out to the national anthem, when students kept sitting, showing contempt to the extent of provocation. All those offenders had been captured on video but the police had preferred not to act. Reason, weak DGP at the helm, whose single point agenda was to keep political masters in good humour. Now that Jammu and Kashmir has a new Governor, Satya Pal Malik and a new Director General of Police Dilbagh Singh, will the indecent MLA get away with all those invectives he hurled upon policemen?
The acidulous video of the National Conference MLA has gone viral. Every word and each abuse he hurled upon the policemen has potential of demoralizing the force. He has not attacked any specific policeman but he has abused the entire police organisation and posed a big challenge to the new police chief. In fact, the arrogant lawmaker has put the DGP to litmus test by leaving only two options for him. One, to swallow and keep quite like his predecessor did and another to act and act very fast, lest this virus spreads to Rana’s ilk in the political spectrum, who are already maltreating the personnel deployed with them and considering them as their slaves.
The new police chief must be aware what Althea Olson, a celebrated expert on police affairs, had said long back, “When ineffective leadership skills are implemented, even just by one poor leader, the entire agency is infected with low morale, anger, low productivity”. The Jammu and Kashmir police is demoralized despite putting in their best in maintaining order and fighting insurgency. Recently, the police force had to undergo a piquant and nightmarish experience of 11 kin of its personnel being abducted by terrorists. And, now those in public domain are contemptuously mocking them. This is because of the poor leadership the police was undergoing. This is what the predecessor of Dilbatgh Singh demonstrated.
Jammu and Kashmir is currently under Governor’s Rule and it is, therefore, incumbent upon Governor Malik as well to take note of derogatory language used by a lawmaker against the police and the security forces. He should do a course correction by taking cognizance of wrong doings, which his predecessor failed to do under mistaken belief of ‘winning hearts and minds of the people’.
The offending legislator from the border township should not be allowed to proceed with his vitriolic mindset against the forces. He should be made to pay for his foul language, especially in public gatherings, where he took vicarious pleasure in applause he got by demeaning the police and the security forces.
