Dear Editor, Killing the culprits by the police in encounter who were involved in Telengana rape case and there after burning her alive by sprinkling petrol has been welcome by and large by the public. Everybody wanted stringent punishment not less than the death and ultimately it happened. The other question which arose from this case in which all the four culprits who were taken to the crime place got killed in an encounter ,whether this incident can establish a rule for the punishment for the rapists. What about the recent Unao’s rape victim who has been burnt alive and died in Safderganj hospital in dehli .Can police repeat the same as it happened in Telengana case in which all the accused got killed in an encounter so that all five accused in Unao’s raped victim could be eliminated to clear the environment free for women movements. Similarly, how the accused in jail involved in the rape and murder of Nirbhaya case or any other rapist would get such type of death punishment in future,you can not wait for such a police encounter for every case. Police has to go by the rules and encounter could be an exceptional case which happened in view of the circumstances that prevailed there; but to punish the rapists, only law can work. CJI of India and many experts including journalists, advocates and IPS officers also pleaded for a law to eliminate the rapists at all costs to clear the environment free for women movement which cannot be the” Police Encounter ” every time. We must celebrate the deaths of the accused in Telengana rape case in an encounter but it does not establish a law, so the killing of rapists must be supported by a law too so that no rapist can go scot free and death penalty can be given to the accused in fresh Unao rape and burnt case, Nirbhaya case and any other such case which may happen in future too. The process and procedures should be made time bound and should be concluded within the shortest time period. Make the law in the ongoing Parliament session for a permanent solution for honouring the women folk who can be your daughters, sisters, wives and a mother too. It is the duty of Modi-BJP govt and if no rule for death penalty to the rapist is formed then it will be assumed as the biggest weakness of the central govt and want to shield the rapists as the voice of the people have started sounding in street.
