JAMMU: The close confident of Principal, Government Medical College and Incharge Dy Medical Superintendent Super Specialty Hospital Jammu Dr Deepak Kumar, has been placed under suspension for dereliction of duties that led to deaths of COVID patients due to oxygen shortage.Soon after the STATE TIMES exclusive report published in its edition dated September 11 under caption ‘Oxygen shortage hits Jammu hospitals amid surge in COVID-19 cases’, the Financial Commissioner Medical Education and Health Atal Dulloo had called an urgent meeting on virtual mode with the Principal GMC Jammu, Medical Superintendents of all Jammu hospitals including GMC, SSH, SMGS, CD hospital and others on September 12.The notice about holding of the meeting by the FC did not contain the name of Dr Deepak Kumar, who was on September 11 appointed as Coordinator for all the COVID hospitals in Jammu by the Principal GMC Jammu, allegedly violating the protocol.
This order was also not approved by the Medical Superintendents of the other Jammu hospitals, all senior to him. They had resented to the order issued by GMC Principal, giving powers to a junior non-PSC doctor.
JAMMU: In the light of findings of a three-member panel headed by Dr Yash Paul Sharma to look into complaints of shortage of Oxygen in COVID wards of the hospital, the lack of coordination and negligence of GMC’s officials has surfaced.“There has been complete lack of coordination between the hospital administration and engineering wing of the hospital and this mismanagement led to the poor oxygen delivery system to patients, particularly those suffering from COVID”, the three member enquiry panel’s report states.There has been mismanagement on the part of the hospital administration and officers were dealing with situation in a very casual and unprofessional manner, enquiry report prepared by Dr. Yashpal Sharma, MD, JKMSCL, Gagan Jyoti, Chief Engineer Mechanical, Engineering Department, Jammu and Dr. Jitender Mehta, Medical Officer added.The enquiry report further stated that present manifold room is not properly maintained and its administrative and functional control needs to be shifted immediately to the Executive Engineer, Mechanical and Central Heating Division, GMC Jammu.The consumption of the Oxygen cylinders which is very high needs to be regulated and the consumption of such high quantity of oxygen needs to be inquired in detail. The fillings of cylinders as suggested in report needs to be regulated by Legal Metrology Department at source of filling.The Executive Engineer, Mechanical alongwith his teams needs to visit to patient care areas to ensure that the oxygen regulating system in the wards does not have any leakage or wastage and if required the repairs are made on urgent basis. The requirement of manpower (skilled /unskilled) for running of manifold system should be allowed to be hired by the Hospital Authority and placed at the disposal of Executive Engineer, Mechanical and central heating division.The Executive Engineer, Mechanical shall also maintain an independent 24X7 control room with positing of senior officers in the GMC Hospital, Jammu.Proper log books / complaint books / record of f the oxygen cylinders need to be maintained at the Engineering section as well and whereas, from the report of the Committee, it imbibes that there has been complete lack of coordination between the Hospital Administration and the Mechanical Engineering Wing of the Hospital. This mis-management has lead to the poor service delivery system to the patients, particularly those suffering from COVID-19. There has been mis-management on part of the Hospital Administration and the officers at the helm of affairs have been dealing with the situation in a very casual and un-professional manner, thereby putting the things in disarray and the available resources have not been put to optimal use and whereas, in light of the findings of the Enquiry Committee, it has become incumbent to take some corrective measures and to take action against Tejinder Singh Soodan, incharge Executive Engineer, Hospital Division, Mechanical Engineering Department, Jammu and Dr. Deepak Kumar, Medical Officer, presently working as incharge Deputy Medical Superintendent, Super Specialty Hospital, Jammu who were associated with the duty of managing Oxygen Supply in Government Medical College Hospital, Jammu
Dr Deepak Kumar, who was Member Secretary of the three-member inquiry committee was also ignoring the report of the Head of the Department Medicine, Government Medical College Jammu, Dr Anil Sharma with regard to sanctioning of leave in favour of Dr Aman Gupta, Medical Officer attached with the Department of Nephrology at Associated Hospital.The BJP supported three -member inquiry committee, probing the charges of carrying out private practice during working hours, was dilly dallying the findings.Dr Aman Gupta was on camera caught by STATE TIMES attending patients at a private nursing home under name and style Bee Enn Nursing Home at Talab Tillo during the hospital hours on August 10.Soon after the expose, the GMC administration had constituted an Inquiry Committee, comprising Dr Noor Ali, Head of Department (HoD) CTVS as Chairman, Dr Deepak Kumar, Deputy Medical Superintendent SSH as Member Secretary and Assistant Accounts Officer SSH as Member.The sources said that the committee had advised Dr Aman to submit a leave application, obviously as a cover up to his skipping of job at the GMC for attending the patients in a private clinic. The alibi, however, didn’t work as HoD Dr Anil Sharma refused to sanction the leave the next day as STATE TIMES exposed the nexus.Suspension of Dr Deepak Kumar was evident for dereliction of duties charge but delayed as he was being shielded by the Principal GMC.Dr Deepak Kumar Incharge Deputy Medical Superintendent of Super Specialty Hospital with additional responsibility of managing oxygen supply in GMC Jammu, has been suspended with immediate effect for dereliction of duties and failing to provide un-interrupted oxygen supply, which led to deaths of patients last night.“Dr Deepak is placed under suspension, with immediate effect, in terms of Rule 31 of Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956. During his suspension, Dr Deepak will remain attached in the office of Director Health Services.Dr Harjeet Rai, Medical Officer, presently posted as Officer on Special Duty in the Health and Medical Education Deptt has been transferred and posted as incharge DyMS SSH, Jammu.Besides Dr Deepak, Executive Engineer of Mechanical Division Tejinder Singh Sodan has also been suspended for failing to ensure uninterrupted oxygen supply.See the seriousness of Principal GMC Jammu to appoint a non-PSC doctor for oxygen duties. Besides this, Dr Deepak Kumar was given multiple charges because of his being Principal’s blue eyed boy, sources said .
