By Daya SagarAnd it was in 1962 that even China by aggression had occupied additional nearly 38,000 sq km area of J&K in the Ladakh region of J&K.UNO even failed to stop Pakistan from ceding control of nearly 5,180 sq km of the occupied area to China in 1963 (‘Boundary Agreement’ signed between China and Pakistan on 2 March 1963 ) . Occupied areas by Pakistan were yet to be liberated and India formally handed over more area in terms of the Chhamb Niabat to Pakistan in 1972 and is still as policy denying the claims of properties left behind in the Pakistan occupied areas of J&K to the displaced families from PoJK (PoJK DPs1947) ‘professing’ that they are not refugees and PoJK areas will be got vacated for their honorable return. . So, at present over 43000 sq km area of J&K is under direct control of China and nearly 80000 sq km ( if we go by what Pakistan mentions on her websites ), excluding over 5,180 sq km handed over to China by Pakistan , is under direct control of Pakistan. India has fought three wars with Pakistan after 1947 Pakistan “tribal” attack but at no time India has pointedly asked Pakistan to vacate the occupied areas by some appointed date even after Indian parliament had on 22nd February 1994 reiterated that J&K is integral part India and resolved to demand that Pakistan must vacate these areas.No doubt Indian leadership often makes mention of the 22nd Feb 1994 resolution in political speeches. Many leaders may be heard these days trumpeting that only issue left to be resolved with Pakistan is getting PoJK vacated but still no reference has come on record where even in recent years GOI has asked Pakistan Government of the day through direct diplomatic channels to vacate the PoJK areas by a particular appointed date. Not has India asked international allies to extend wise counsel on Pakistan for vacating the occupied areas without losing time to avoid any new military action from Indian side. Hence India must ask Pakistan in plain words to vacate the occupied areas (PoJK) by an appointed date including the areas that have been leased out by Pakistan to China in 1962 since any more delay would make it more complicated for execution since now political opponents have started raising questions on the government of the day also for not talking of getting back the China occupied (1962) areas of J&K of nearly 38000 sq km { commonly known as Aksai Chin track – it’s sandwiched between the far-western regions of Xinjiang and Tibet. China claims yet another 90,000 sq km in the Eastern Sector } and 5,180 sq. km of territory ( along Shaksgam Track) under Pak occupation in Northern Kashmir that was illegally ceded to China by Pakistan in 1963 in the same way atleast in public utterances as is done for PoJK areas. Ofcourse it can also not be ignored that a large part of the China Pakistan Economic Corridor (CPEC) which is aflagship project ( to invest about $63 billion in Pakistan by 2030 to develop ports, highways, motorways, railways, airports, power plants and other infrastructure) of China’s $1-trillion global Belt and Road Initiative, or BRI ( championed by President Xi Jinping aiming to link the landlocked western Chinese region of Xinjiang to Gwadar, allowing ships carrying China’s oil imports and other goods from the Persian Gulf to use a much shorter and secure route and avoid the existing troubled route through the Strait of Malacca) too lies in the PoJK areas and any direct action by India ( if atall taken !!!!) would surely agitate China too. So, the terminologies like LoC/LAC should not be allowed to stay for more decades since we have already lost nearly seven decades after independence both in time and money at the cost of losing huge work potential that could have been otherwise used for giving shape to a lot many more projects for socio-economic development of India. So, India must simultaneously take up the issue as regards China occupied areas (CoJK) with China as well so that China also thinks well in time of alternative course in case India gets POJK vacated where China is in the process of executing “China Pakistan Economic Corridor (CPEC)”, which is a flagship project of China . Task is surely real hard but some has to crack the “shell”, with support of the nation Narendra Modi ji could be the one who could take a step forward for negotiating peace and solutions to the conflicts.
