JAMMU: Appointment of Manoj Sinha as Lieutenant Governor of Jammu and Kashmir should not be seen just as replacement of a bureaucrat by a seasoned and experienced politician but a terse message to get things moving on ground in the Union Territory. It has to be a mix of public outreach and accomplishment of developmental agenda set in motion by Prime Minister Narendra Modi with focus on eliminating the scourge of corruption, primarily patronized by the bureaucracy over the decades.
Achieving the agenda of development and freeing the Union Territory from corruption is inter-linked. The trauma and tragedy of Jammu and Kashmir has been the siphoning of huge funds percolating down from the Centre, by literally cutting the throats of poor Indians, by corruption. It is here where the role of the new Lt Governor will be under the scanner of the desperate people, who have helplessly been watching the corruption eating up the vitals of the governance.Known as BJP’s Vikas Purash-a development oriented man-Manoj Sinha has already made a niche for himself by declaring zero tolerance for corruption and high priority on development. This has, obviously, unnerved the corrupt in the administration, who have been flourishing under the patronage of coteries.The track record of Manoj Sinha in the governance has been inspiring. His huge contribution in the telecom sector has earned him accolades from none other than the Prime Minister, which is why he has been chosen to govern the politically and strategically sensitive Jammu and Kashmir. His art of connecting with people will place him in good stead to reach out to the residents of the Union Territory and this will be a huge challenge.More than this, the new Lt Governor will have to meet the challenge of bringing vibrancy in the faction-ridden bureaucracy where some senior Babus have recently been found publicly indulging in verbal spats.Tackling corruption will be the foremost challenge to Sinha, who is well versed about the evolution of discontent in Jammu and Kashmir, which has been aggravated by unethical and corrupt practices. This has disheartened the people and taken them away from the mainstream. Perhaps conscious of this fact, he flagged ‘fight against corruption’ as his first priority. The message has gone loud and clear to unscrupulous elements in the administration. This has sent ripples among the corrupt in the Jammu and Kashmir bureaucracy.Sources told STATE TIMES that the frightened top bureaucrats, who have been providing cover and shield to the middle rung corrupt officers for obvious reasons, have started sending frantic messages to them to keep distance lest they become vulnerable in the days to come amid the LG’s pledge for zero tolerance against corruption.
