STATE TIMES NEWSJAMMU: Director General of Jammu and Kashmir Police, Dilbag Singh has lashed out at Congress leaders and lobby for questioning valour of brave hearts in the uniform, saying such irresponsible statements and remarks are often used by Pakistan and its proxies to malign the forces and India. Hitting out at Congress leader P L Punia and others, for their recent statement questioning security forces day after Pulwama bid was foiled, the Director General Police, in an exclusive interview to national television channel Times Now (TN), advised them to keep their mouth shut. The police chief of the sensitive Union Territory shared details of new modus operandi and strategies adopted by Pakistan based terror outfits in Kashmir, revealing that organisations like Jaish-e-Mohammad, in order to minimise their casualty and cause maximum damage, was resorting to improvised explosive device (IED) attacks. “Despite difficulties and challenges, Jammu and Kashmir Police is well prepared to weed out terror to ensure peace and prosperity for the people of the Union Territory”, Dilbag Singh said. The excerpts of the exclusive interview given to Pradeep Dutta, Senior Editor, Times Now, are reproduced hereunder: Times Now (TN): What is the reason behind the change in terror strike strategy by Jaish-e-Mohammad (JeM) from fidayeen (suicide) attacks to using of IEDs to target security forces? DGP: IEDs have always been the favourite mode of terror that outfits like Jaish have been resorting to. This trend has picked up over the last couple of months. Reason being, that IED is a device which can be used from a distance inflicting massive losses on opponents. Moreover, if it is detonated by someone operating from a vehicle with the specific target ie; security forces or the civilians, the losses are even higher. That is why IED is one of the favourite terror tools which JeM has been frequently using these days. TN: Pulwama 2 bombing has already been thwarted. Do you think that more such vehicle IEDs are fabricated by Jaish to go ahead with terror strikes? DGP: We have reports that there are more such IEDs being fabricated or are already available with JeM or other outfits working in tandem with them. Our effort is to see that such killer devices are detected and detonated at the earliest. Our job right now is to timely locate and neutralise such IEDs which are apparently under fabrication. DGP: We have a couple of them. We have Adnan, who is one of the commanders from Pakistan operating in South Kashmir and Budgam district. Other than him, we have got Waleed Bhai, an IED expert, who escaped from one of the encounters in Kulgam. We are after them and some other names I would not like to disclose at this stage as we are working on them. TN: You are putting in so much efforts to thwart terror attacks and eliminate terrorists, who are disturbing peace in J&K. As police chief, how do you feel when politicians question working of security forces. As was done recently by senior Congress leader after Pulwama bombing bid was foiled by your men? DGP: It is very unfair on the part of people who know nothing about the operations happening in Kashmir, yet they keep making irresponsible comments. They should keep their mouths shut unless they have facts to share with us. Moreover, any irrational comment regarding this Pulwama IED incident would be unfair, as it’s only we who know how hard we worked to prevent the unimaginable loss of life would have been caused had terrorists succeeded in their ugly plan. So making such comments is highly irresponsible. TN: Do you think the politicisation of the valour by these politicians is not a good thing? DGP: We do not need any undue publicity. The security forces and the police are performing their duty. We are fulfilling our responsibilities which are assigned to us under the law. Therefore we do not need any undue publicity for the efforts we are putting in to ensure peace. Therefore, any undue commentary from certain sections of people is uncalled for. However, there are a large number of people who really appreciate our efforts and we certainly feel grateful for that. One has to understand that the security situation is very dynamic kind of phenomenon, it cannot be measured every day. It keeps on changing and we keep on improvising our responses as per the security situation. I think it’s best if left to the security forces and police to perform their duties. TN: Do you think such irresponsible statements coming from politicians give a shot in the arm of Pakistan and its proxies rather than boosting the morale of the forces combatting terror on ground? DGP: Yes it does give a shot in the arm of Pakistan, which is indulging in a large scale propaganda against forces. They are always on the lookout for opportunities to exploit the situation and malign the image of India. Such comments provide fuel to Pakistan and it’s proxies to support their ill argument against us. It is advisable to refrain from making irresponsible comments on the working of security forces unless someone has something specific to say. TN: What is the role of Pakistan in all these attacks? To what extent they are involved, specifically, if we talk about recent Pulwama 2 bombing bid, which was foiled? DGP: Jaish’s failure to repeat Pulwama type bombing has baffled terror handlers sitting across the border. There are specific inputs that handlers of Jaish sitting in Pakistan were unhappy with the failed bombing attempt. In their view, Jaish leadership in Kashmir committed a big blunder that despite fabricating car IED they failed in their mission to target security forces. Such things definitely prove that Pakistan’s hand is always there behind such terror incidents. Terror organisations like Jaish and Lashkar have very gruesome intentions vis-a-vis J&K. TN: Did security agencies intercept any chatter between terror handlers and Jaish commanders in Valley that led you to know to what extent mentors sitting in Pakistan were baffled due to failed bombing attempt? DGP: We have certain inputs which we cannot share at this stage. TN: Is Jaish Chief Masood Azhar also involved in this planning? DGP: I will not be able to comment in this regard. TN: Are Pakistani handlers involved? DGP: JeM is Masood Azhar’s organisation, so certainly his organisation is to orchestrate and execute terror acts, that means he is there in the background.
