By approving the regularisation and promotion of nearly 550 middle rung gazetted officers in the rank of Superintendents of Police and Deputy Superintendents of Police, the Lieutenant Governor has actually broken the administrative inertia that allowed adhocism, not only in dispensing governance to people but also doing justice with the employees serving the Jammu and Kashmir government. The statistics speak for themselves that the officers holding junior substantive posts were shouldering the responsibilities of higher positions. One wonders about the time span these officers held their previous grades, whatsoever the reason-litigation, representation or non-compilation of seniority lists. This is a routine process in the Union Territory. There are areas in the administration where Heads of Departments retain junior posts for years or decades together or till their retirement. Like police, the engineers also suffer this trauma. Some of the chief engineers in various engineering wings held junior grades till their retirement. Similar is the scenario in almost all the departments and wings of the administration. In the instant regularization and promotion case in the police department, 110 of 550 officers have retired. What does this decision mean to them when they kept representing every forum for grievance redressal? The regularisation or promotion after superannuation means just nothing for the beneficiaries after their retirement. The government(s) allows adhocism. This is a bad trend, which has never been corrected even as ‘reforms’ remain a catchword for the government. Before processing and approving these promotions and regularisations, the LG should have sought a detailed report about delays for years together and those responsible should have been taken to task. The government seems to have never thought about seeking explanations for delays. Doing this would make the system accountable. The resolution of these seniority disputes will pave the way for the smooth career progression of the Gazetted cadre of police i.e., at the level of Dy. SP and SP, the government claims. What about those who might have already retired? They have virtually been denied justice during their sun-set years of the service. Timely promotions or regularisation could have proven as an incentive for enhancing the performance. These are the measures, which actually put the administration on fifth gear when the employees enjoy job satisfaction. Let the Lieutenant Governor set a time-schedule for filling up posts within a particular and fixed time-span in future, discourage the system of ‘promotion in own pay and grade’ and work towards expediting cases pending in various courts of law.By removing these obstacles, career progression for the employees will become easier.
