STATE TIMES NEWSNEW DELHI: At a joint meeting of the senior officers of the Department of Personnel & Training (DoPT) and the Department of Administrative Reforms and Public Grievances (DARPG) under the Union Ministry of Personnel, Union minister Dr Jitendra Singh discussed Centre’s Good Governance initiatives for the newly created Union Territories of Jammu & Kashmir and Ladakh. Briefing the media after the meeting, Dr Jitendra Singh said that the two Union Territories of Jammu and Kashmir & Ladakh are headed by a vibrant administrative hierarchy and the Centre would do everything to support the two Lieutenant Governors and the administrations of Jammu & Kashmir and Ladakh to adopt the best practices aimed at achieving the goal of transparency, accountability and transformation being followed by the Modi government. It was further disclosed that within the month of November itself, the Ministry of Personnel has planned two mega events followed by a third event a few weeks later. On the 15th and 16th of November, a two-day Regional Conference on the theme “Replication of Good Governance Practices in the Union Territories of J&K and Ladakh” will be held which will have participation from senior IAS officers from Centre and other States, local UT officers from J&K and Ladakh as well as experts in respective fields. The deliberations will be spread into different sessions across two days to include separate subjects like Public Policy and Governance, Digital Governance, Aspirational District Programmes Selection of Initiatives on Replicable Innovations, Capacity Building and Personnel Administration etc. Several district Collectors from different States dealing with different flagship programmes will also participate in the conference.
The second event scheduled for November 30th and December 1st is a two-day conference on “Ek Bharat Shreshth Bharat”, with focus on Jal Shakti and Disaster Management. The conference will seek to dwell on collaboration between Tamil Nadu and Jammu & Kashmir and Ladakh on Disaster Management practices. Separate sessions over two days in the conference will be Rejuvenation of Rivers Kaveri and Jhelum, Receding Water Consumption in Agriculture, a decision on Water Warriors, Urban Flooding including Management, Emergency Response etc. There would be over 350 delegates from the two Union Territories governments and outside participating in the Conference.
The third event planned by the Ministry of Personnel is the first of its kind Pension Adalat to be held in J&K/Ladakh and the date will be announced later.
The main objectives of the these initiatives, Dr Jitendra Singh said, is to share experiences of the successful practices being followed in the rest of the country in order to ensure a transparent, accountable and citizen- friendly environment in Union Territories of Jammu & Kashmir and Ladakh.
The meeting among others was attended by C Chandramouli, Secretary DOPT and ARPG, Pradeep Tripathi, Secretary and Establishment Officer and other senior officers.
