JAMMU: Despite having robust strength of 590 IAS and KAS officers, 73 senior officers of Jammu and Kashmir government are holding additional charge while some important cadre posts being manned by non-service officers. Of the 66 IAS officers, 22 have been assigned additional charge of one or more than one department(s). Similarly, 51 of 524 KAS officers are having additional charge of even some key departments which call for constant monitoring and round the clock superintendence. The ‘additional charge’ culture in Jammu and Kashmir is legacy of the political dispensations wherein blue-eyed officers always enjoyed hegemony over others and developed a clout of being ‘indispensable’. Though an exercise had been initiated by the former and last Governor of Jammu and Kashmir State Satya Pal Malik, to bring in some reforms in the administration yet these could not fructify because of the government getting engaged in dealing with the law and order situation. Sources told STATE TIMES that the Union Territory has no dearth of officers but vested interest in a section of the bureaucracy has never facilitated team spirit or involvement of the cadre officers in governance. As a result, some of the officers are not only shuffling from one or the other department as per their convenience but also hold additional charge of other departments. When asked, a former top bureaucrat said that even if the administration is facing manpower crunch at the top echelons of the administration, it can always seek repatriation of the officers on central deputation or seek replenishment from the Centre, which should not be a problem as Jammu and Kashmir is now a Union Territory. The ‘additional charge culture’ has been sagging morale of the officers at upper and middle rung bureaucracy, who are posted to ‘lesser important’ departments where they lose dash and drive. Some officers remain in the limelight in every dispensation as a result of self-proclaimed stature of being indispensable. Experts in public administration are worried over the ‘additional charge’ syndrome in Jammu and Kashmir, saying this impacts the smooth functioning of departments and lessens the accountability of the officer concerned, who take excuse of being over-burdened in case something goes wrong within departments under his or her charge. In the long run, this syndrome plays spoil sport in effective and accountable administration at all the levels.
