JAMMU: In a startling case of alleged embezzlement and browbeating, a middle rung engineer of Public Works Department has landed in a soup with Central Bureau of Investigations likely taking up the matter to investigate how he managed a copy of the yet to be pronounced order of Central Administrative Tribunal and joining the place of posting from which he had been removed on the charges of corrupt practices.Pawan Kumar Gupta, the then Executive Engineer, Public Works, Roads and Buildings Department Udhampur was attached with the office of the Chief Engineer, R&B on August 3, 2020 allegedly for misappropriation. A panel was set up to initiate enquiry against him. In the meantime, the engineer was posted as Executive Engineer Chatroo, which is seen as a safe passage at the behest of some top functionaries in the administration. If sources are to be believed, the posting of Pawan Kumar Gupta was aimed at bailing him out from being referred to the Anti Corruption Bureau. He was not suspended pending enquiry either. The engineer was transferred which is no punishment for a government official.
The drama of attachment and transfer to Chatroo, according to sources, was part of a game plan to ensure joining of the engineer at his earlier place of posting; he moved the Central Administrative Tribunal and challenged his order of attachment. The verdict was likely to be in his favour, which he might have got to know. This prompted and enabled him to seek the copy on September 24 notwithstanding the fact that the case of judgment was listed for September 25. Pawan Kumar Gupta went with the ‘yet to be issued copy of the CAT directions’ and occupied his chair at the previous place of posting at Udhampur. The stunned incumbent Executive Engineer Girdhari Lal brought the matter to the notice of superiors and the entire game plan fell apart like a pack of cards. Realising the consequences of his daredevil bullying tactics, Pawan Kumar Gupta, in his capacity as Executive Engineer, Chatroo applied for leave to the Chief Engineer. The CE marked the leave as illegal, invalid and not accepted. Instead Gupta was treated to be on unauthorized absence from duties and period of absence was termed to be treated as without pay.The CE’s order issued on Friday stated, “In-compliance to Government Order Pawan Gupta Executive Engineer PWD, Chatroo, was relieved from this office vide order No.CEJ/ADM/92 of 2020 dated: September 11, 2020 whereas, after date of relieving from this office Gupta’s whereabouts are not known.“In pursuance to government order you were supposed to join at your new place of posting i.e PWD (K&B) Division Chatroo and you have not joined al your new place of posting till date at PWD (R&B) Division Chatroo which is lying vacant presently”, the CE’s order stated, adding that being the working season of very limited there, all developmental works have suffered.“The Superintending Engineer PWD (R&B) Circle, Udhampur vide his No.5714 dated: 25-09-2020 has reported that your leave application has been treated as illegal, invalid and not accepted. So, now onwards you are treated absent and period of absence shall be treated as without pay”, the CE’s order states.
