STATE TIMES NEWSJAMMU: The Crime Branch presented a chargesheet against former Director, Consumer Affairs & Public Distribution (CAPD) Department Jammu on Wednesday for violations in issuance of Kerosene-oil (K-oil) licenses during his tenure. The chargesheet was produced against the accused, namely Subash Chander Jandyal, son of late Paras Ram, resident of 218/A Shastri Nagar Jammu, near Dogra Hr Sec School, who retired as Director, Consumer Affairs & Public Distribution Department Jammu in a case registered vide FIR No 31/2007 under Sections 5(2) PC Act Svt 2006 in the Court of Special Judge Anti-corruption Jammu for commission of grave violations in issuance of Kerosene Oil licenses during his posting as Director Consumer Affairs & Public Distribution Department in year 2001 and 2002. The case owes its origin to a complaint lodged by the Under Secretary to Government, CAPD Department J&K, wherein among other allegations it was alleged that a large number of Kerosene-oil licenses were issued in Jammu city without observing any norms & rules. Investigations conducted in the case established that the accused S C Jandial, during his posting as Director CAPD Jammu on extension of service for two years, without any directions from the Government and without any authority /indenting received from field staff and without any public outcry from general public, abused his official position for pecuniary gains and after bypassing the laid down norms and guidelines of the Government and without issuing any direction to field staff to keep any check on sale of allotted/highly subsidised kerosene oil, issued 730 Kerosene Oil licenses, with the result most of the kerosene depot holders sold their monthly allotted highly subsidised Kerosene oil quota at their sweet will, thereby giving rise to black marketing.
