STATE TIMES NEWS LEH: The two-day General Council Meeting (GCM) of LAHDC Leh was held under the leadership of Chairman/CEC, LAHDC Leh, Gyal P Wangyal to discuss financial achievements upto ending January 2020 under CAPEX Budget 2019-20. The General Council Meeting is being held for the first time after grant of Union Territory status. The first day of the GCM began with recitation of National Anthem. The meeting was attended by Deputy Chairman Tsering Sandup, EC (Agri) Phuntsog Stanzin, EC (Education) Konchok Stanzin, EC (Minority) Mumtaz Hussain, MP Ladakh Jamyang Tsering Namgyal, DC/CEO, LAHDC Leh, Sachin Kumar, Councilors, Opposition leader in House, Gyurmet Dorjey and district officers. While addressing the meeting, CEC Wangyal highlighted major achievements of Hill Council in last 18 months and said that granting of UT for Ladakh by GoI was the biggest and historic achievement for entire Ladakh region, which was a dream of every Ladakhi since 70 years and hoped that all genuine and pending demands of Ladakh would also be fulfilled in near future. CEC Wangyal informed the meeting about the initiatives of present Council in devising policies for environment, education, tourism and health sectors for Leh District. He informed that a committee, of both Leh and Kargil Councils, is working to bring more amendments in the Act of Hill Council. Regarding shortage of JEs in district, Wangyal said that by the end of the month, posts of JEs would be outsourced and preference would be given to locals. The House unanimously passed a resolution, moved by Councillor Upper Leh Gen Nantyak to express gratitude towards Narendra Modi lead Central Government for bestowing Ladakh with UT status. The resolution was also supported by Opposition leader in House, Gyurmet Dorjey. Responding to the questions raised by opposition councillors regarding concern of job and environment protection in Ladakh, Namgyal said that in 1990, government promised to give Hill Council for Leh but fulfilled the demand in 1995 and since 25 years, the Act of Council is being amended continuously. He further said that fulfilling all demands in merely 6 months after Ladakh gets UT status is unfair and impossible, but assured that PM Modi government is the only government which cares for Ladakh and will protect its interests. Chairman Wangyal said that the Govt has conveyed a ceiling of Rs 136.39 crore under CAPEX Budget 2019-20 for Leh District, which include Rs. 57.52 crore under regular scheme, Rs 12 crore under NABARD, Rs 2 crore under NABARD State share, Rs 55.45 crore Central Share CSS and Rs 9.42 crore under State Matching share for centrally sponsored schemes.
