STATE TIMES NEWSBILLAWAR: Former minister and President DCC kathua Dr. Manohar Lal Sharma on Tuesday termed Back to village 3 by J&K administration a futile exercise and also accused the Bharatiya Janata Party of weakening grass roots democracy under the garb of the ‘Back to Village’ programme and using bureaucracy to fulfill their political motives as their own workers and ministers have failed miserably to full fill the promises made to the general masses of the state and thus using government machinery to achieve political gains.Manohar said Back to village1 & back to village 2 has been a flop show as nothing promised during these programs is visible on ground and further said Sarpanches and panches had high hopes when the ‘Back to Village’ programme was started in June 2019. Even to their surprise, issues raised during the event have not been addressed to date, and now, the government again conducting phase-3 of the ‘Back to Village’ programme, but sarpanches, panches and even residents are asking what happened to the problems brought forth in B2V1 & B2V2. “Whatever projects were taken up during the first & second phase of the Back to Village programme have not been implemented at the grass-roots level and further asked when funds had not been released for various works announced in the previous phases of “Back to Village”, then what was the fun of conducting the third phase of the programme? He said the MGNREGA payments are still pending in crores in each blocks, people are waiting for their instalments under Indira Awas Yojna and many more. He requested the Centre Led UT administration to present white paper on how many demands and issues raised during B2V1 & B2V2 has been fulfilled and further said BJP to stop befolling the general masses as people of J&K . He further requested all the Sarpanches & Panches to boycott the program and also ask the government to first fulfill promises of previous back to village programs before commencing the third phase.Further speaking Manohar said that we have seen that B2V programmes have not delivered at the ground level. If we go from place to place there is no imprint at all. We find people of marginalised sections have same problems. Affordable housing is not implemented at all and safe drinking water is available for less than 40 percent of the population, roads are in depilated condition, 90 % of hand pumps are still non operational . Dr Sharma said mases have realized the absence of a political system and this the whole exercise is to marginalize the political workers at the grassroots level. He said BJP is trying to run an alternative parallel to the conventional politics through bureaucracy but they will not be successful in it as people have understood nefarious designs of BJP leadership.Further he said that as per govt. notification the third phase of B2V programme, scheduled in two steps from September 10 to 20 as pre-B2V and October 2 to 20, would be held at a time when the daily number of Covid-19 cases has been showing a sharp spike in the UT and conducting such program at this time is further endangering the lives of the employees and the masses in general and questioned is this right time to conduct such programs when COVID cases are rising blindfold in the country and the UT of J&K.
