STATE TIMES NEWSSAMBA: District Development Commissioner Samba, Rohit Khajuria on Thursday chaired a meeting of District and sectoral officers to discuss the modalities for implementation of Back to village programme phase-II in the district-commencing statewide from 25th November. Additional District Development Commissioner, Rachna Sharma, Additional Deputy Commissioner, Dr. Vikas Gupta, Chief Planning Officer, Sukhleen Kour, Sub-divisional Magistrate, Vijaypur, CP Kotwal, Assistant Commissioner Development, Siddharth Dhiman, District Panchayat Officer, Piyush Dhotra besides other district officers were also present in the meeting. During the meeting, the DDC said that Back to Village programme will be conducted in 101 Panchayats and a senior official shall stay for two days there. He said during the scheduled programme the visiting officers would be provided B2V2 booklet, general report card of Panchayat, B2V1 booklet, 4 year 14th F.C plan duly approved by DC, GPDP plan booklet, plastic disposal, flyers for individual beneficiary oriented schemes, list of eligible SECC beneficiaries under PMAY, PM. Kisan, Ayushman Bharat, pension list, besides delegation of powers to Panchayats and guidelines of all Government schemes. The DDC, while illustrating general instruction for the district team exhorted to work in co-ordination, so that, the objectives of B2V programme are reaped by local population. The DDC informed that a control room has been established to receive and forward all the quires besides striking a co-ordination among the district team. Necessary training will also be imparted to the visiting officers, added the DDC. He said that on 26th November Constitution Day will be celebrated with a pledge taking ceremony. The DDC laid emphasis upon district officers to work coherently and hoped that district shall achieve the objectives of Back to Village programme.
RAMBAN: Deputy Commissioner Ramban, Nazim Zai Khan rolled out the contours of activities, aim and objectives of the “Back to Village” phase -II programme here at press conference. Addressing the media persons, the DDC informed that said a Gazetted Officer shall be deployed for each Panchayat Halqa where he would stay for assessment of the developmental scenario and implementation of various government schemes/ programmes. He informed that the programme will be conducted in all 142 Panchyats of the district for 6 days from 25th to 30th of November, 2019. He further informed that 142 officers will visit each panchayat of district, stay with public of panchayat and discuss with them their problems , issues and inform the people about different initiatives taken by the government for overall development and progress of their villages.
DODA: District Development Commissioner, Dr Sagar D Doifode also convened a meeting with the chairpersons of Block Development Councils of the district to acquaint them with the development process going on across the district by various departments. DDC asked the ACD to instruct all the BDOs to brief the chairpersons about the guidelines of all major schemes of the government and facilitate a one-on-one meeting of chairperson with the BDOs. The DDC asked the chairpersons to hold meetings with line departments on regular intervals in their respective blocks. Others who were present in the meeting were ACD Doda Akhter Hussain Qazi, JD Planning Parshotam Kumar besides other concerned officials of district administration. DDC , Dr Sagar D Doifode, today chaired a meeting of district officers to discuss modalities for implementation of “Back to Village- phase II” scheduled to start from November 25, 2019 across the district under three phases. CPO, Parshotam Kumar, ACD Akhter Hussain Qazi, CMO, Xens, CAO, CHO and other district officers attended the meeting.
KISHTWAR: District Development Commissioner Kishtwar, Angrez Singh Rana appealed the people to actively participate in “Back to Village Programme – II. Addressing a press conference here, the DDC said that B2V-2 shall be organised on the pattern of first edition, wherein Gazetted Officer shall spend two days and one night halt in their assigned Panchayat. He informed that in district Kishtwar 136 Officers including 17 Officers from outside the district shall be deployed in 136 panchayts on 25th onwards and they will interact with PRIs , Women SHG’s , SC/ST, village elders, Panchayat level govt functionaries to get first-hand knowledge of public issues, problems and their suggestions.
POONCH: District Development Commissioner, Rahul Yadav today rolled out activity plan under “Back to Village-2” programme being held from 25 November to 30 November 2019. Addressing a press conference here, the DDC said that the Government has taken this unique initiative as one more step forward towards strengthening the governance at grass roots level. The programme is aimed at to further strengthen the Panchayti Raj Institutions based on the inputs and feedback collected during the last “Back to Village” programme. He informed that a detailed booklet has also been issued by the government giving out the details of various Government schemes which cover individual welfare as well as general development schemes. DDC said that the designated gazetted officers shall be allotted different panchayats where he would stay and interact with the people to assess their needs and grievances.
KATHUA: The district administration Kathua reviewed preparedness for implementation of “Back to Village Programme Phase-II” here at a meeting chaired by District Development Commissioner, O P Bhagat. ACD, Sukhpal Singh, informed that the programme would be conducted in all 257 Panchayats of the district and the visiting officers would have a 2 day stay and one night halt at their allotted Panchayat. The officers were briefed about the activities that shall be undertaken during implementation of the programme at Panchayat level collectively by the officers and PRIs. The meeting was attended by ACR, Devinder Paul, CPO, Uttam Singh, RTO, Dr. R K Thapa, PO, IWMP, DFO, DSWO,CAO, Dy Dir. Employment besides district/sectoral officers and representatives of banks.
RAJOURI: District Development Commissioner Rajouri Mohammad Aijaz Asad briefed the BDC Chairpersons and media about the activities of Back to Village-phase II . The DDC informed that after the successful completion of phase first of Back to village programme, the second phase of the said programme shall commence on November 25 and will end on November 30, 2019. He informed that 23 Gazetted officers have been deployed by the General Administration Department and 289 additional officers by the district administration Rajouri to visit all the 312 panchayats of the district to take first hand appraisal of grievances of the general public. The DDC gave a detailed account of the activities which will be performed during the second phase of the programme. He said that special gram sabhas would be conducted during the programme and the gazetted officers shall hold a detailed discussion with the sarpanchs, panchs and senior citizens regarding the developmental need of the areas. He urged the chairpersons to play an active role in ensuring maximum participation of public during the gram Sabhas.
