JAMMU: With Jammu and Kashmir Government yet to respond to the State Accountability Commission, the competence of the Works Minister in placing comparatively junior engineers to head the prestigious Jammu and Kashmir Projects Construction Corporation (JKPCC), the affairs in the corporation are raising many eyebrows among those worried over the acts of omission and commission prevailing in the organisation.
Sources told STATE TIMES that several blue-eyed officers-Deputy General Managers of the JKPCC and Executive Engineers of the Roads and Buildings Department-are holding key assignments due to their proximity with those at the helm and for ‘obvious reasons’. These include two engineers whose voices had been detected in the taped conversation with regard to embezzlement and wrong doings by a former Managing Director. The State Vigilance Organisation is seized of the case.
According to the sources the Deputy General Managers are holding multiple charges. Intriguingly, the Deputy General Manager of the JKPCC Division IV, Jammu is holding the additional charge of Division VII in Leh. The assignment entails avoidable expenses being borne by the Corporation on account of TA/DA of the official besides the lack of supervision and monitoring in both the divisions.
Similarly, the Executive Engineer, R&B Basohli has been given additional charge of JKPCC Division-V Kathua, notwithstanding the availability of engineers within the Corporation.
The Corporation has only two divisions at Kishtwar having dedicated Deputy General Managers, who have no additionalities tagged to them. An Executive Engineer of the R&B is heading the Doda Division of the JKPCC without any additional encumbrances.
Sources told the STATE TIMES that questions are being raised within the Corporation about the ‘additional charge’ syndrome that has been hugely impacting the construction, resulting in delays in meeting the deadlines. In addition, due to lack of supervision and monitoring, the quality of the constructions also remains in jeopardy. The sources said that assigning additional charge to a chosen few engineers in not without a purpose. Believe the insiders; it becomes evident that the existing lot of functional lot has become indispensable for the senior functionaries of the Corporation, who were taking care of the political executives as well.
The pick and choose of an ineligible engineer to head the Corporation had attracted the attention of the State Accountability Commission.
Which is on record having asked the Commissioner Secretary, Public Works Department on April 14, whether the then Works Minister was competent to pass Order of March 2, 2018, placing the then General Manager Kashmir at the top slot by ordering… “shall look after the work of Managing Director, JKPCC Ltd.”
A Full-Bench of the Commission, comprising its Chairperson Justice B. A Khan and Members Justice (Retd) J. P Singh and Justice (Retd) B. A Kirmani, had entertained two complaints from Association of Unemployed Engineers, alleging that the Works Minister had no competence to pass aforesaid order.
