Post surgical strike and Balakot operations against terror training camps in Pakistan occupied Kashmir, Pakistan has been talking of dialogue and hoping for ‘re-engagement’ with India after the Lok Sabha polls. The present offer has come from the outgoing High Commissioner Sohail Mahmood, who has been elevated as the next Pakistan Foreign Minister by the Prime Minister Imran Khan , who himself has been advocating dialogue route for retaining peace in the region. India has made its stand very clear and had asked the neighbor to stop exporting terror from its soil as a pre condition to talks. Till date Pakistan has not been cooperating as far as curtailing the terror export and has kept Kashmir as the vantage point for any reconcialiation. There is no doubt that dialogue and diplomacy are indispensible to improve ties between the two but it cannot be a one-sided affair. Tensions between the two countries worsened after the Pulwama terror attack and both the countries were almost on the brink of a war after India’s military planes struck a terrorist training camp in Pakistan’s Balakot on February 26 and Pakistan carried out a counter-offensive the next day. The narrative about Pakistan in India has been the saga of mistrust and deceit and it has failed to the objectivity fully. Under such condition of mistrust one cannot search for opportunities for peaceful, cooperative and good neighbourly relations. This Pakistan should understand primarily before initiating any move to talk peace. Over two weeks after the Balakot strike, India and Pakistan held talks to finalise the modalities for setting up a corridor linking the Gurdwara Darbar Sahib in Pakistan’s Kartarpur with Gurdaspur district in Punjab. This too remained in controversy though India has started the work of four-lanning of its segment of the corridor but there has been no activity from the Pakistan side except assurances. Under such ‘air of uncertainty’ hodling dialogue can be wishful thinking.
