Ropes in schools to index staff database

JAMMU: Following the unfortunate incident of Gurugram School, SP South, Jammu, Sandeep Chaudhary on Tuesday launched a drive to ensure safety and security of school children in Jammu city.
In a statement issued here, the SP said that various school authorities have been contacted to cooperate in ensuring safe and secure schooling for children.
“A very unfortunate incident took place on September 8 2017 in Gurugram. This incident shook the conscience of every Indian. Seven year old Pradyuman Thakur was allegedly killed by a bus conductor of the school. This is not first such incident in recent memory”, he said and cited another incident viz. Dabwali (Haryana) fire tragedy wherein 400 people, many of them children and teenagers were killed in fire caused by an electrical short circuit in 1995.
He also cited Apex court’s verdict in a Public Interest Litigation filed in fire tragedy at Lord Krishna Middle School in District Kumbakonam in Tamil Nadu in 2004 killing 94 innocent school children, wherein two Judges Bench comprising Justices Dalveer Bhandari and Lokeshwar Singh set gold standard for safety and security of school children. “In view of the importance of Article 21A of the Constitution of India, the Court was of the opinion that the education which is provided to children in the schools should be in the environment of safety”, he added.
The SP mentioned that the Court has routinely held that another fundamental right to life encompasses more than a breath and a heartbeat. “In reflecting on the meaning of “personal liberty” in Articles 19 and 21, the Court had held that personal liberty is used in the article as a compendious term to include within itself all the varieties of rights to makeup the ‘personal liberties of man’.
Citing Etah school bus accident of January 19, 2017, in which 20 students between ages 3 to 15 were killed, the SP said that Supreme Court has laid down clear rules to be followed by school buses in India.
The SP emphasised that above all, sincere cooperation of school authorities is solicited because there is nothing more precious in this world than the lives of our children. And the cooperation extended by school authorities in this exercise will go a long way in ensuring the safety and security of school children.
“Various school administrations have been contacted to provide the list of their staff, bus conductors, bus drivers, janitors, other helping staff and security guards. A thorough verification of background check will be conducted”, he said adding that an awareness seminar will also be conducted with school principals very soon.
A booklet on safety and security guidelines on the basis of directions of Supreme Court and CBSE will be compiled and provided to schools for implementation, he said and appealed to school authorities that children suffer no harm in exercising their fundamental to education and ensure that schools provide safe facilities as part of a compulsory education.
