Ceasefire violation by Pakistan has been continuing despite all tough talks by India now it has started targeting the Jammu region in Samba and Kathua on the International Border (IB) and border residents have always been on the receiving ends whether it is cross-border firing or cross-border terrorism. Few years back at the height of ceasefire violations by Pakistan there was large scale displacement of border residents who bore the maximum brunt in terms of causality and damages to their house. Today, the ambitious project of providing safe place is on but much more is needed to be done in the face of more frequent incidents of cross border firing from Pakistan so that the border residents feel safe and secure. The promises to provide safe bunkers for the residents on the Line of Control and International Border looks to have been slowed down. Even the present BJP government in the Centre had promised to provide plots to build houses at safer areas so that villagers can move to these shelters in the face of Pak firing. All along Jammu, Poonch and Rajouri thousands of people have been at the mercy of Pakistan firing. Every year tens of thousands of border villagers are forced out of their homes to take shelter in makeshift accommodations after shelling from across the border with Pakistan. Some 25,000 villagers in Jammu, Samba, Kathua, Rajouri and Poonch districts remained affected. Most of the firing affected villagers rue about government’s silence over the rehabilitation plans which they have been talking highly. They also stage protest as death looms large on them. At some places people are forced to migrate to other areas. Since1965 and 1971 wars migration of border villagers have become a regular features and they are living with the unkept promises of safe shelter. Now with Governor administration at place can these border residents hope in an eventuality they will get the much
needed shelter to save them from Pak firing.
