Repealing of Jammu and Kashmir State Lands (Vesting of Ownership to the Occupants) Act, 2001, commonly known as Roshni Act, has generated a huge debate with people, by and large, hailing the decision of Governor Satya Pal Malik, describing it as yet another landmark move to contain corruption.
Here is how people reacted to the Governor’s decision.
Parshotam Gupta, senior citizen of Udhampur said, “It is after Governor Jagmohan that Jammu and Kashmir State has seen such an honest and unbiased Governor. Governor S.P Malik is highly experienced and can tackle exigencies of all kinds with ease”.
Gupta said Governor Malik has exposed number of scams in the State within a short period. He hailed the Governor for repealing the Roshni Act which according to him was enacted to give benefits to the people of a particular community. He alleged that in Bathedi area in Jammu most of the influential people of particular community were given benefit under cover of Roshni Act. He urged the Governor to cancel land allotment to the people under so called Roshni Act. He said Roshani Act is in a real sense is ‘Dark Act’ as far as poor and people of Jammu region are concerned and should be probed thoroughly. Gupta said Governor has hit hard on corruption and terrorism in the State and also conducted successful ULB and ongoing Panchayat elections in the State despite major threat by number of separatist outfits. “Valley centric political parties too had boycotted the elections but Governor accepted the crucial challenge and conducted fair elections in both the divisions of the State”, he maintained.
Sudershan Choudhary, social activist said that Kashmiri leadership has looted the wealth of the State by misusing the Roshni Act. He said the aforesaid Act was implemented with a view to hand over the agriculture land to the people who are cultivating it for the last so many decades but some corrupt officials sitting at the higher positions had misused the Roshni Act and gave ownership rights to people having vested interests.
Choudhary said repealing of Roshni Act has been welcomed by one and all in the State. He said Governor Malik has taken appropriate decision which shall benefit the people of Jammu region.
Choudhary also commended Governor Malik for his tirade against corruption especially his initiatives on exposing the backdoor recruitment by the previous regime. He asked Governor to bring transparency in the recruitment process so that the deserving and hardworking youth of Jammu region would not be discriminated anymore and is not deprived of due share.
Wazir R.S Aithmia, principal of a school, said that State has seen such a representative for the first time after independence who dared to take on corrupt system and its perpetrators head on. “The manner with which the Governor Satya Pal Malik is tackling corrupt is exemplary and people involved in corruption will now think twice before indulging into corruption. The people of State especially from Jammu region are keenly looking at the upcoming moves of the Governor in uprooting corruption and punishing the wrong doers as the series of initiatives taken by Governor in this direction have already surprised many. Latest in the series is the repealing of Roshni Act which was allegedly misused by land grabbers in connivance with some of the corrupt revenue officials to ensure that land encroached by them is regularised in their names by just giving peanuts in the name of money to State. The scheme conceived and framed for genuine land holders seldom helped them and was rather proved boon for corrupt. Besides, Governor has also done commendable job in exposing recruitment scam and other corrupt practices which were rampant in State government departments. People have now kept their fingers crossed to know the fate of corrupt involved in aforesaid acts of corruption”, he maintained.
Rekha Manhas, Corporator Ward No. 62 appreciated Governor’s move in scrapping the Roshni Act in the State. She said since the Governor has taken over the reins of J&K, the corrupt officials have started counting their days as the Governor has initiated a comprehensive drive against corruption and delinquent. She said incident free conduct of ULB and ongoing Panchayat elections is the biggest achievement of Governor Malik and will be remembered for long time to come.
She asked Governor Malik to intensify his drive against corruption in the State to tighten noose around the delinquent. Appreciating his befitting steps to curb corruption, she said that Governor has proved that the Centre has made the right choice by appointing him in Jammu and Kashmir. She said that Governor is truly a visionary and the State is now safe under his realms.
