JAMMU: Involvement of a District Programme Officer, 4 CDPOs of ICDS Project Samba has surfaced during a State Vigilance Organisation (SVO) raid conducted on Tuesday at Samba. These officers have been booked for making purchases of non-nutritional items/medicines at their own level for an amount of Rs.56,08,777 without inviting tenders and without their competence.
Those booked include Vipan Kumari, Programme officer, ICDS Project Samba and CDPOs Parvesh Sharma, Bharti Sharma, Seema Bharti and Babu Ram, Members of Purchase Committee and others. FIR28/2015 under section 5(1) (d) read with section 5(2) PC Act 2006 BK and section 120-B RPC has been registered.
A SVO team conducted surprise check at ICDS Samba to inquire allegations of irregularities for purchase of nutritional/non-nutritional items in the ICDS Project Samba which revealed that District Social Welfare Officer Samba, (as Nodal Officer ICDS Project Samba) has flouted four tenders for purchase of nutritional items for ICDS project Samba before the creation of separate ICDS Mission and 5th tender was flouted by the Programme officer, ICDS Samba and the District Purchase Committee Constituted by the government vide order No.09-SW of 2008 dated 24th Jan 2008 and later on revalidated vide government order no.81-SW of 2013 dated 21st March 2013 consisting of District Development Commissioner (Chairman), Chief Medical officer (Member), Assistant Director CAPD (Member) and Programme officer/Nodal officer (Member Secretary) has approved the rates for purchase of different nutritional items for ICDS Project Samba for the year 2014-15.
During the enquiry, it was detected that all the CDPOs of ICDS Project Samba in connivance with the District Programme officer, ICDS Samba had purchased the non-nutritional items/medicines at their own level for an amount of Rs.56,08,777 without inviting tenders and without their competence in utter violation of aforementioned government orders which empowered the Purchase committee for purchase of all kinds of nutritional/non nutritional items under ICDS Programme.
