With the political and administrative stalemate still prevailing in J&K even in 2018, PDP appears to be looking for opportunities for “re-justifying’ commitments to the contents professed in the Self Rule framework doctrine for Resolution (of ” its Kashmir issue”) and at occasions has been taking ‘political shelter’ under rhetoric of ‘sacred’ Agenda for Alliance March 2015 signed with BJP & CBMs ( though no specifics are made known to public by Mehbooba Mufti) demanded by PDP from Modi Government.
Does Mehbooba Mufti by ‘confidence building measures’ mean that Delhi leadership should express agreement in Self-Rule Framework 2008 doctrine for the way forward towards bringing “peace & stability” in J&K ? With the leads in hand I believe that BJP ‘prime ‘ have not taken the contents of PDP Self-Rule Framework 2008 document that seriously.
Had ‘Delhi’ gone through seriously some principal contents like (i) Page-3 para Executive summary Clause-2 : Self-rule, being a trans-border concept, has a pan-Kashmir dimension but at the same time seeks to regionalise power across J&K (ii) Page-4 para New Political super structure Clause -5 : This will require devising an improved constitutional, political and economic relationship between the two parts of the State and their respective mainland (iii) Page-4 para Economic Integration Clause -9 saying: Further, instead of looking for a monetary union, a new system of “Dual Currency” will be created, where the Indian and Pakistani rupees are both made legitimate legal tenders in the geographical areas of Greater Jammu & Kashmir .. To be more precise, it means, allowing circulation of the Pakistani rupee in the Indian part of J&K and circulation of Indian rupee in the Pakistan administered Kashmir-; (iv) Page-12 Chapter II The Contours of Resolution: Setting the stage for Resolution: Demilitarisation Clause-30. The Indian Nation-state must make up its mind that the only way to forward is the non-military way. There is no room for armed interventions in J&K (v) Page-16 Chapter II The Contours of Resolution: Setting the stage for Resolution: Jammu & Kashmir Issue: Challenges Clause- 48. At a practical level, it should be obvious that the J&K issue has not been and cannot be solved on the basis of the dialogue exclusively on an intrastate level (i.e within India or within Pakistan). It requires a combination of intra-state measures (across India and Pakistan) with inter-state and supra-state (international) measures and (vi) Page-26 Chapter II The Contours of Resolution: Setting the stage for Resolution: Economic Integration: Clause-94. … we may like to have a situation where the Indian and Pakistani rupees are both made legitimate currencies in the geographical areas of GJAK. A better description of this system is a “co-circulation of two currencies” in J&K… then surely they ( in government at Delhi ) would have set some priorities for prevailing upon for re -modelling the PDP approach towards settling the “Kashmir issue” but it has not been so even after it was on 28-05-2016 that Mehbooba in her vote of thanks to the Governor’s address said on the floor of the Legislative Assembly “Yahaan Bola Jata Hai self rule – self rule, Arae self rule Pehle Janiyae To Kya Hai” ( here often they talk of self rule .. self rule..gentlemen first try to know what is self rule !!!!).
Had the BJP ‘consultants’ known / under stood’ the self-rule doctrine, by this time PDP would have received the reply on the demands made for CBMs from Union of India and the way she should understand and refer “Kashmir issue”.
Therefore, the practice of BJP leaders conversing with their own (BJP-PDP) government and criticising their own government through media, public statements and tweets as has also been happening after incidents like 27th January2018 firing in Shopian must end.
The BJP leaders must step down from twitter, must come out of ‘media headlines’ to be in the lanes/ alleys of J&K (particularly Kashmir Valley) to be amongst the alienated local people for settling the controversies through ‘bollies’ in the real sense. It will be better to use senior local MPs/MLAs/MLCs on ground than making them rush through in guarded caravans. Routine administrative jobs can be performed by the bureaucracy itself that surely has enough of real worth in officers who enter IAS/KAS services.
I would suggest that before any further action is taken the “Jammu and Kashmir Self Rule Framework 2008” (JKSRFR ) must be carefully studied by the BJP ‘carriers’ and then only decisions for drawing out strategies should be taken since PDP can also not survive political onslaughts by National Conference unless it keeps on talking on the lines of its Self Rule doctrine and in case PDP is not made / convinced ideologically by BJP to do a review of ‘her’ JKSRFR , the controversies will keep on cropping up again and again, PDP-BJP government may not collapse but the seven decade-old ideological turmoil the common man of J&K is suffering from will not end.
