In order to curb the tendency of the government employees, who proceed on unauthorised indefinite strikes, many state governments adapted no work no pay formulae and proved miracle which gave positive results in curbing and discouraging the tendency of the employees who shun their office work and come on the roads over the trivial matters. Where, these sudden strikes, on the one hand paralyse the functioning of the departments, create hardships to the public and result into the piling up of the daily office work and on the other these employees render monetary loss worth crores of rupees to the coffers. The employees strikes, of any kind and by any profession which become a nuisance and add to the trouble and miseries of the society are condemnable. But stalling the business of the state Assemblies for weeks and fortnights by ruckus, hurling chairs and microphones upon each other, slapping and exchanging blows with impunity has become a prerogative of our MLAs and MLCs which is a criminal act and an unpardonable crime because this careless act tells badly upon the state coffers which incur crores of rupees loss per day for transacting the business of the state Assemblies. But the matter becomes more serious when some un reined MLAs who remain absent from their assigned duties for months together to take part in road shows and rallies, to demonstrate their strength, gain political mileage, exhibit their might and mettle to influence the other political parties , exhibit their public and political clout only for their self aggrandisement.
The constituencies of such MLAs remain deprived from then services for months together which brings the whole development of the constituency to halt. In such cases there must be some law which can deprive those legislators from their salaries and perks amounting in lakhs per month, for the period they stall the working of the assemblies, come on the roads for gaining political mileage and in short they seize to perform their duties as assigned by the Constitution because their salaries and perks come out from the taxes which the poor man pays. The no work no pay should not be applied to the poor employees only but these un reined MLAs must be brought in its ambit.
