The emergence of Hizbul link in the narcotics smuggling in Jammu and Kashmir is no news. Narcotics especially opium and other derivatives became a powerful weapon for Taliban in Afghanistan during American dominance to counter Russian influence. The recent seizure of high value narcotics in Jammu region has shown the Hizbul link involving a Moulavi is something akin to what happened in Punjab during the 1990s when the home grown and indigenous terrorism was gathering pace and the terrorism was spurting in Jammu and Kashmir. The availability of large quantity of narcotics in Afghanistan was the cash-crop for the Islamist terrorists to keep their guns going under the bogey of ‘Azadi’. Pakistan found the fertile ground to encourage terrorism in Jammu and Kashmir. For nearly three decades, its proxy war in Kashmir was driven primarily by infiltration of trained terrorists into the Valley. Using Jihad to brainwash and convert the vulnerable youth, Pakistan funded terror organisations by pushing narcotics and drug money into J&K and Punjab. And if recent disclosures by the security agencies and the State’s health data are to go by, this strategy is directed not only to generate funds from within India to finance terrorism in the Valley, it is also gnawing away Kashmir’s youth from within. The J&K police, for the past couple of years, have red-flagged the growing threat of narco-terrorism. The drug menace has emerged a ‘bigger challenge’ than terrorism in the State and that contrabands were being “pumped from across the border” by people who want future generations to be addicted to drugs so that they can succeed in their nefarious ploys. Both Jammu and Kashmir and Punjab have been the worst affected of the menace and seizure of small quantities are a daily routine but the large volume and high priced commodities show there is a
well-oiled trans-border trade going on which has market far away.
