JAMMU: Chief Judicial Magistrate Jammu Ashwani Kumar Sharma has directed Senior Superintendent of Police (SSP) Crime Branch Jammu to file the report regarding the steps taken by Crime Branch Jammu to ascertain the genuineness of experience certificate dated March, 22, 2016 allegedly issued by Society for the Prevention of Cruelty to Animals (SPCA) Udgir District Latur (Maharashtra) in favour of Dr. Sagar S. Gadhage on the basis of which Jammu Municipal Corporation (JMC) has allotted a multi-crore contract Viz Rs 4 crore, in his favour to carry out the work of ABC (Animal Birth Control) Programme/ ARV (Anti-Rabies Vaccination) of stray dogs in all the 71 Wards of Jammu Municipal Corporation for a period of two years, through Chief Prosecuting Officer by or before the next date of hearing i.e. June, 30, 2018.
The court directions were passed in a complaint lodged by Hem Lata Karki, Animal Welfare Activist. She has submitted that she lodged a comprehensive complaint to the SSP Crime Branch Jammu on January, 20, 2018 wherein she sought registration of FIR against Dr. Sagar S. Gadhage and the officers/officials of Jammu Municipal Corporation who facilitated Rs. 4 crore contract on the basis of fake experience certificate in favour of Dr. Sagar S. Gadhage as the President SPCA Udgir vide his clarification dated April, 15, 2017 denied the issuance of aforesaid experience certificate.
Advocate Sheikh Shakeel Ahmed appearing for the complainant submitted that more than five months have elapsed since the lodging of the complaint but there is no headway in the matter. Advocate Ahmed further submitted that Crime Headquarters accorded approval vide letter No.CHQ/Clt/J-105/18-2755 dated February, 28, 2018 for initiating a preliminary enquiry but till date the Crime Branch has not ascertained the genuineness of the experience certificate dated March, 22, 2016 allegedly issued by Secretary SPCA Udgir District Latur (Maharashtra).
Advocate S.S. Ahmed further submitted that the President SPCA Udgir vide Reference No.SPCA/ABC/2017-18/06 dated April, 15, 2017 has denied the issuance of the experience certificate in favour of Dr. Sagar S. Gadhage. The President SPCA Udgir further submitted in his clarification that they faced maximum number of cruelties of dogs mortality and suture open in the period of Dr. Sagar S. Gadhage and their society underwent inspection by Animals Welfare Board of India because dog lovers made numerous complaints against Dr. Sagar S. Gadhage.
Advocate Ahmed further submitted that officers/officials of JMC have awarded Rs. 4 crore contract for ABC Programme in favour of Dr. Sagar S. Gadhage and the JMC was in collusion with the said Veterinarian as the officers of the JMC did not verify the authenticity of the aforesaid certificate before issuing the letter of allotment in favour of Dr. Sagar S. Gadhage.
