On the eve of 67th Republic Day of our country, former Governor of J&K State was conferred with a Padma Vibhushan award by the Govt. of India and was indeed a joyous and pride moment for all of us but it was surprising to see some people and organisations in Kashmir, who have launched anti-Jagmohan campaign in criticising the conferring of award on Jagmohan. He is the same person who was considered as a benevolent administrator by all the Kashmiri people keeping in view his track record of governance during his period of Governor of J&K from April 1984 to July 89.
First I had no intention of writing this piece of article because Jagmohan as Governor of J&K, does not need any introduction or compliments but the astonishing thing is that there was nobody in the political circles from any quarter even from Jammu as well, who would stand and counter the malicious campaign launched by the so called pseudo nationalists in Kashmir and separatists to malign the image of Jagmohan. Ever since the reports appeared in newspapers that Jagmohan figures in the name of Padma Vibhushan awardees announced by GoI for his contribution to India’s development, Kashmir based leaders, organisations cutting across the party lines and affiliations and so called civil society groups have criticised the union Govt. for honouring the Jagmohan. The vilification campaign launched by NC and its leader like Ali Mohmmad Sagar and separatists are just to mislead the public and is malicious in nature. New Delhi need not consult NC for deciding on who the award is to be conferred or not. NC continues with its rhetoric of blaming Jagmohan for the mass exodus of KPs. They should feel ashamed of themselves of lying. Whole world knows who are responsible for exodus of KPs.
Let me remind NC and their leader that it was Jagmohan who saved Kashmir from ceding to Pakistan and if it was your wish to cede to Pakistan then undoubtedly he is a person who has stopped it from taking place. Let it be known to them that Jagmohan was honoured for his contribution towards nation .building. Jagmohan was awarded first time on 26th January 1971 with Padam Shri for formulation and implementation of Delhi Master Plan. He is known for series of innovations and good managerial skills and was awarded Padam Bhushan in 1977. Jagmohan was elected to Lok Sabha for three consecutive terms in 11th, 12th and 13th Lok Sabha.
During his first term as Governor of J&K from 1984 to 89, it is often said that the people of valley had their first glimpse of a benevolent, humane and local administrator. He was the first head of state in J&K in 1984 to start open durbar where the poorest of Kashmiri people could have their problem solved on an urgent basis. He paid the special attention to building schools and hospitals, drinking water and drainage. He would visit far flung areas of Kashmir and Ladakh to boost the morale of local administration. He created independent board that administered Mata Vaishno Devi, despite opposition from Farooq Abdullah led NC, Ghulam Nabi Azad-led Congress and Karan Singh-led royal family. When in Dec. 1989, the valley was in a grip of militancy, V.P Singh led Govt. in which, Mufti Mohammad Syeed was the Home Minister of India, posted Jagmohan as the Governor of J&K to contain the crisis. He would have been received by the locals with welcome due its own record but sucked into quagmire because of disinformation campaign launched by Pak, ISI and local Govt. headed by Farooq Abdullah.
It was Jagmohan who managed to save Kashmir from fundamental forces across the border. He was dedicated and honest to the core which can be gauged from the fact that as union Telecom Minister in Vajpayee Govt., when he refused to grant telecom licences without proper auctions, he was shifted to urban development. In urban development, when he started anti-encroachment drive, vested interests united to stall his anti-encroachment drive and was shifted to Tourism and Culture Ministry. Instead of getting demoralised, he dedicated to launch the most ambition project of creating cultural hubs across India to restore some of the most iconic historical architectural and cultural focal points in a bid to reclaim India’s primarily position as global cultural fountainhead.
Let me remind these hate mongers of some incidents that took place in their regime which NC leadership may have forgotten. On 12th July 1989 72 subversive elements were released by state govt. as a gesture of goodwill. On 13th July 1989 first organised attack on CRPF personnel was made. In August 89 NC leader Mohd Yousuf Halwai was killed. In December 1989 Rubayya Syed, the daughter of then Home Minister Mufti Mohd Syed was kidnapped and in exchange of her five hard core terrorists were released. These are a few instances for the eye opening of these so called custodians of pseudo nationalism, Kashmiriyat and communal harmony. On 19th January 1990, the day the Jagmohan took over the reigns of state, the state govt. was virtually seen nowhere. Dr. Farooq Abdullah and his NC team were bent upon painting a false picture of Jagmohan before the nation in regard to Kashmir.
To remind the readers I like to quote a few of the signals that emerged during the rule of Dr. Farroq Abdullah which he and his team deliberately ignored, thus paved the way for militancy to grow. In August 1988, there were sufficient undercurrents to indicate that drum-beater of parochialism and fundamentalism was working overtime. Subversion was on the increase. The shadows of events from across the border were lengthening. Lethal weapons had come in. Again, in May 1989, every victory of subversionists was swelling in their ranks, and the animosity was being diverted against the central authorities. But NC led Govt. headed by Farooq Abdullah chose not to do anything.
In regard to the conditions prevailing before and after his arrival on the scene, NC and his collaborators have been perverting reality. The truth is that before the imposition of Governor’s rule on January 19, 1990, there was a total mental surrender. Even prior to the day of Dr. Rubaiye Sayeed’s kidnapping, when the eagle of terrorism swooped up the state with full fury, 1600 violent incidents, including 351 bomb blasts had taken place in eleven months. Then between January 1 and January 19, 1990, there were as many as 319 violent acts – 21 armed attacks, 114 bomb blasts, 112 arsons, and 72 incidents of mob violence.
NC led Govt. supported by Congress never cared to know that. All the components of the power structure had been virtually taken over by the subversives. When Shabir Ahmed Shah was arrested in September 1989, Srinagar Deputy Commissioner flatly refused to sign the warrant of detention. Anantnag Deputy Commissioner adopted the same attitude. The Advocate-General did not appear before the Court to represent the state case. This was the state of affairs of the Govt.
Around that point of time, when the police set-up was getting rapidly demoralised, when intelligence was fast drying up, Chief Minister was either going abroad or releasing 70 hardcore and highly motivated terrorists who were trained in the handling of dangerous weapons, who had contacts at the highest level in POK, who knew all the devious routes of going to and returning from Pakistan. Their simultaneous release enabled them to occupy key positions in the network of subversion and terrorism and to complete the chain which took them again to Pakistan to bring arms to indulge in killings and kidnappings and other acts of terrorism. Who is to be blamed for all the heinous crimes subsequently committed by these released 70 terrorists? The truth is that before January 19, 1990, the terrorist had become the real ruler. Anyone trying to be fair is dubbed communal.
Lastly let me remind Sagar who has denounced the awarding of Padama Vibhushan to Jagmohan that on November 7, 1986, at the time of swearing-in-ceremony, Dr. Farooq Abdullah, in a public speech said I quote “Governor Sahib, we should need you very badly. It is, indeed, amazing that such remarkable work could be done by you in a short time through an imbecile and faction-ridden bureaucracy. If today three ballot boxes are kept – one for the National Conference, one for the Congress and one for you, your ballot box would be full while the other two ballot boxes would be empty”.
