JAMMU: Ignoring all standing instructions of Principal Government Medical College (GMC) Jammu with regard to marking attendance in Department of Medicine, apart from the mandatory biometric attendance, an Assistant Professor not only mocks the orders but skips his duties to perform private practice during working hours, at a clinic set up in a private building in the adjoining building of the hospital complex. And, he draws his salary too from the State exchequer.
The Assistant Professor, Dr Showket Mahmood Choudhary of Department of Medicine is entangled in a case with the State government.
Dr Choudhary, who was shifted from the Gastroenterology Department of Super Specialty Hospital (SSH) for alleged involvement in diverting patients to private nursing homes, has all along been asked by the Principal to attend to his duties in Department of Medicine. One of the orders, GMC/Es-1/2018/931 dated September 7, 2018 reads, “HoD Medicine to utilise his services in gastroenterology section of the Department of Medicine also besides his regular work in the Department of Medicine.” “Henceforth, you will mark your attendance in the office of Medicine besides biometric attendance,” the order directs.
Dr. Showket is allegedly often seen engaged with his private practice during hospital duty hours at his private clinic Oscar Chemists, Mahesh Pura, Bakshi Nagar Jammu. After marking attendance at the Office of Principal/Dean, Govt. Medical College Jammu, he proceeds to Oscar Chemists. Interestingly, no disciplinary action has been taken against him except to mark attendance.
It is pertinent to mention, that Dr.Showket Choudhary was supposed to join the Department of Medicine in the Medical College as Incharge Assistant Professor Medicine for patient care vide Order No. 246-HME of 2018 dated April 4, 2018 and Order No. GMC/Es-1/2018/63 dated April 9, 2018. However, Dr. Showket Choudhary has not complied with the order till date.
Dr Showket was fraudulently shifted from Department of Medicine to Gastroenterology in Super Specialty Hospital Jammu in March 2014 for the better patient care, by the then Health and Medical Education Minister Taj Mohi ud din, violating all the rules and regulations.
But instead of providing patient care, because of his personal interest, he made a fully functional endoscopic system as non functional and let the patients suffer for five months from November 2014 to April 2015 and placed his personal interest over patient care.
On the intervention of the then Minister for Health and Medical Education Bali Bhagat, the endoscopy machine was found to be functional once it came to the notice of officials and the same machine was used in the Department of Medicine on which a total of over 3000 procedures were conducted thereafter .
Subsequently in April 2016, when he was asked to shift the new endoscopic machine from SSH to GMC Jammu, in view of more patients and emergency in GMC, Dr Showket concealed the endoscopic equipment worth approximately one crore rupees, in his personal room at SSH Hospital.
On the instructions of the minister, the room of Dr Showket had been searched and the endoscopy machine was found fully functional. Consequently, he was attached with the office of the Principal GMC and an enquiry was initiated against him.
Instead of explaining his position, Dr Showket filed a writ petition in the High Court of Jammu and Kashmir. On the plea of the GMC that he had no right on the endoscopic machine, being a government property, the High Court had directed that the department is at liberty to take action against him, and consequent to that he was placed under suspension and a departmental enquiry was ordered against him.
Afterwards, Dr Showket was attached to the Principal’s office. The department was closed in the SSH and all the gastroenterology services were provided by the concerned specialists in Government Medical College Jammu for over two years. During this period over 7000 Endoscopic procedures were done and more than 10,000 gastroenterology consultations provided in GMC Jammu, in addition to indoor and outdoor gastroenterology services.
