JAMMU: In a contempt petition filed by petitioner Dalip Kotwal through Advocate Ajay Sharma, Single Bench comprising of Justice Sindhu Sharma, vide order dated December 21, 2018, sought the personal appearance of Commissioner/ Secretary (PWD) in case the judgement passed by Single Bench is not complied within four weeks’ time.
The petitioner, a registered A-Class Contractor, responded to the Notice Inviting Tender (NIT) issued by PWD Department and being the lowest bidder was allotted the work namely improved/upgradation of the Drabshalla, Bimalang Link Road, Kishtwar, by way of providing/laying of 50 mm thick bituminous macadam, etc. for an amount of Rs 57.I6 lakh.
After the filing of contempt petition, seeking release of amount, a sum of Rs 31.62 lakh was released but the rest of amount was not released due to non-availability of funds. The matter is fixed for listing in the first week of February, 2019.
