JAMMU: Former Minister Harsh Dev Singh is going to deliver a lecture to the newly elected first time MLAs/MLCs at the Institute of Management Public Administration and Rural Development (IMPARD) hall on Monday.
In the recently held Assembly polls, out of 87 MLAs, 55 MLAs besides 8 MLCs are first timers.
Recipient of the Best Legislator Award, Harsh Dev Singh, has remained MLA from Ramnagar constituency for consecutive three terms.
During the NC government 1996-2002, Panthers party’s lone MLA Harsh Dev was selected as best legislator. In second term (2002-2008) as MLA, he was Education Minister in PDP led coalition government. He brought reforms in the Education sector in J and K.
The Institute of Management Public Administration and Rural Development (IMPARD) is conducting Orientation Workshop on “Rules of Procedure and Conduct of Business in J&K Legislature” for first time legislators on 16th March at IMPARD Regional Campus, Sidhra.
“In view of your Himalayan experience as part of the legislature over the years, it has been decided to request you to address first time legislators on the subject- “Rules of Procedures” which inter-alia include the following: “Summons to Members, Seating, Oath of affirmation, Rile of Members, Election of Pro-tem Speaker, Speaker and Deputy Speaker, Legislation, Petitions, Resolutions, Motions and procedure in Financial Matters, Panel of Chairman, Governor’s Address and Message to the House, ” a letter written by the government to Harsh Dev Singh reads.
