Class IV posted as Storekeepers, TSOs
State Times News JAMMU: Taking cognisance of large scale irregularities in affecting transfers and posting blue eyed on lucrative positions in the Directorate of Food, Civil Supplies & Consumer Affairs in Jammu, the State Government on Wednesday rescinded all transfer orders issued by the Director wherein even class IV have been posted as Tehsil Supply Officers (TSOs) and Storekeepers at prime locations. The irregularities in postings in the department had gained momentum after a Gujjar minister incharge CAPD in the Mehbooba Mufti led PDP-BJP government managed positioning of Class IV and Junior Assistants against key positions for obvious reasons. This allegedly resulted in misappropriation of crores or rupees by selling essentials in black-market and open corruption. The notorious example of, what is now known as brazen loot, is the posting of Junior Assistant Pranav Gandotra, having over five cases registered against him with Crime Branch and Anti Corruption Bureau (ACB), as TSO Rajouri, TSO Kalakote and TSO Jammu. The level of corruption was so high that ACB sleuths recovered luxurious Mercedes car from his possession besides moveable and immovable property worth crores of rupees. If sources are to be believed, the Junior Assistant has even allegedly gifted a luxury car to the Gujjar minister also. This is not an isolated case, the Directorate of Food, Civil Supplies & Consumer Affairs issued many more similar orders recently, posting Class IV as Storekeepers and TSOs besides effecting pre-mature transfers. However, this time around, the timely action has come from the top. According to an order issued by Dr. Abdul Rashid, Commissioner/Secretary, Food, Civil Supplies & Consumer Affairs on Wednesday, the transfers made vide No -01-DFCS&CAJ of 2019 dated 01-01-2019, 03-DFCS&CAJ of 2019 dated 02-01-2019, 309-DFCS&CAJ of 2018 dated 21-12-2018, 315-DFCS&CAJ of 2018 dated 26-12-2018, No -307-DFCS&CAJ of 2018 dated 20-12-2013 and 07-DFCS&CAJ of 2019 dated 04-01-2019 have been rescinded. In terms of these orders, officials were prematurely transferred in violation of the transfer policy. The rescinding order issued by commissioner-secretary stated that the General Administration Department has notified Transfer Policy vide Government Order No. 861/GAD of 2010 dated July 28, 2010 in pursuance to Cabinet Decision No. 156/12/2010 dated July 27, 2010, which inter alia provides that the cases of Premature Transfers/ Postings shall be referred to the Administrative Department for approval. “Moreover, without observing this condition the Director, FCS&CA, Jammu has affected pre-mature transfers and postings of Tehsil Supply Officers, Senior Assistants, Junior Assistants and Class-IV employees”, the Government order stated. The government order further stated that department has received a number of complaints regarding premature transfers/postings of the officials effected by the Director, FCS&CA, Jammu, which is not only against the Transfer Policy notified by the Government but also against the instructions issued by the Government in this behalf from time to time.
“The rescinding order issued by Commissioner Secretary also stated that amongst the pre-mature transferees, a Class-IV employee of the Department has also been assigned the charge of Store Keeper, which tantamount to violation of various provisions of the financial code regarding entrustment of cash/stock to Government servants.
Despite there being a transfer policy in place and instructions issued in this regard to the Director FCS&CA Jammu, not to affect any premature transfer, he has chosen to defy the transfer policy as well as the instructions issued and has affected premature transfers,” the Government order stated.
Now, therefore, for these reasons all such orders affected premature transfers in violation of the transfer policy are hereby rescinded”, the order issued by Commissioner/Secretary stated.
