JAMMU: The Government on Tuesday rescinded the transfer order issued by Director, Food, Civil Supplies and Consumer Affairs (FCS&CA) on September 7, 2018 for violating government instructions.
The government order issued by Commissioner Secretary, Food, Civil Supplies and Consumer Affairs, Dr Abdul Rashid on Tuesday stated that the Department has received number of complaints regarding unauthorised transfer of officers/officials by Director, FCS&CA Jammu.
“Vide Government Order No 383-FCS&CA of 2017 dated October 9, 2017 the department imposed blanket ban on transfers/postings/deployment of officers/officials of the Department of FCS&CA/Legal Metrology Department,” he said adding that General Administration Department vide SRO-307 dated July 11, 2018 has specifically mentioned that all proposals relating to powers of transfer, which are presently delegated in the Transfer Policy at item No. I, II, III, IV and V, shall be submitted to the Administrative Department.
Director, FCS&CA, Jammu, he said, on various occasions was directed not to issue any transfer order without prior approval/authorization of Administrative Department in violation of the aforementioned Government Order and SRO-307 dated July 11, 2018.
Despite clear instructions in the SRO-307 issued by the General Administration Department and directions issued by the Administrative Department from time to time, he said, Director FCS&CA, Jammu again issued Order No. 217-DFCS&CAJ of 2018 dated September 7, 2018 under endorsement No.52/Trf/2018/2848-52/G dated September 7, 2018 transferring a number of officers without competence.
Now, therefore, in view of the violation of aforesaid Government Order, both the transfer orders issued by Director FCS&CA Jammu have rescinded with immediate effect.
As per Order No. 217-DFCS&CAJ of 2018 dated September 7, 2018, 12 officers of the department including three TSOs, seven Senior Assistants, one Junior Assistant and one class IV employee have been transferred.
Those who were transferred include Saif-Ud-Din, Wazir Hussain, Madan Lal, Mushtaq Ahmed, Inderjeet Kour, Abdul Majid, Zameer Hussain, Abdul Qayoom, Devinder Kour, Deepak Kumar, Rakesh Kumar Pargal and Mohd Aslam.
