STATE TIMES NEWS JAMMU: The Government on Wednesday made partial modification in the online submission of Bills in Treasuries for processing by Drawing & Disbursing Officers through IT enabled “JKPaySys” application. “In partial modification to circular instructions issued under No.111-F of 2019 dated April, 5, 2019 vide endorsement No. FD-VII-Gen(110)2009-10 dated April 5, 2019, it is hereby ordered that the DDOs shall immediately update the CPIS details of all the employees especially with respect to the details of Bank Accounts,” reads the circular issued by Dr Arun Kumar Mehta, Financial Commissioner, Finance Department “The DDOs shall certify on the salary claims that the Bank Account Numbers of the employees have been updated and are correct while the Secretary, Legislative Assembly/Council shall register the legislators i.e. MLAs & MLCs on CPIS. Till such time the existing system in their case shall continue,” the circular stated and further added, “With regard to transfer credit of the amounts creditable to accounts in Banks other than J&K Bank, the DDOs shall credit these amounts to their official CD Accounts, They will however, submit RTGS/NEFT forms with the bills to the Treasury.” In respect of employees deputed to various departments from corporations who contribute CP Fund, the circular reads, the DDOs shall credit contribution to their official CD Accounts for subsequent transfer to the Commissioner Provident Fund. “The DDOs of Police/Fire services shall credit the reward/award/welfare fund to their official CD Accounts for payment to the beneficiaries/accounts and with regard to Deposit Bills/ Land Compensation Bills/ Stamps, the DDOs shall prefer the claims manually till National Informatics Centre finds a proper mechanism for their accountal through PaySys,” the circular stated. “The Treasury officers shall open the Temporary Bank Account for parking of amounts on account of reversed transactions, if any, for crediting the amounts to the respective accounts of beneficiaries. They will ensure that the amounts are transferred to the beneficiary accounts within shortest possible time,” the circular stated and added, “Master trainers shall be identified by the Departments concerned and the NIC, J&K State Unit will provide training to these Master Trainers to act as handholding support in the respective departments.” The implementation of JKPaySys shall start on trail basis in four treasuries each in Jammu and Srinagar cities along with the DDOs operating upon these i.e. Saddar Treasury, Srinagar/Jammu/Addl. Treasury Khanyar/Tankipora/Lal Mandi, New Plot/Gandhi Nagar/ Talab Tilloo (Muthi) and Court Treasury Jammu/ Srinagar from August 0, 2019, the circular reads. “The JKPaySys in Civil Secretariat Treasury shall continue on trial/pilot basis and the schedule for the rest of treasuries for implementation of JKPaySys shall be notified separately,” further reads the circular.
