LEH: To ensure forthcoming General Council Meetings (GCMs) of LAHDC, Leh, more purposeful and fruitful and to chalk out a comprehensive developmental road map for remaining three years of present Hill Council, a meeting of all the Executive Councilors and Councilors was held under the chairmanship of Chief Executive Councilor, LAHDC, Leh, Dr Sonam Dawa Lonpo at Council Secretariat.
Addressing the meeting, CEC Dr Dawa informed the meeting that he has already directed DC Leh to issue Draft Plan Books of forthcoming General Council Meetings well in advance to all the councilors so that they could table the proposed plan, problems and issues of their constituencies in a more planned and practical way. The forthcoming GCM is proposed to be held somewhere between January 10 and 15, 2018, he said.
After threadbare discussion, the meeting unanimously decided to conduct the business and procedure of GCM in Ladakhi language with provision of translators. The meeting also decided to send a delegation of council members to Centre and State that will meet concerned ministers and secretaries and in this regard a meeting of all the HoDs will be convened shortly to assess major issues of various departments.
CEC Dr Dawa said that Council has constituted an Advisory Committee comprising of former Chief Secretary C. Phonsog, Norphel Mahey (retired Engineer), Dr Mohammad Din (retired IAS) and G.M Sheikh as Secretary who will guide Council in all developmental affairs.
The meeting discussed in detail about resolving various land issues in the district for which a committee headed by Councilor Temisgam, Tsering Morup had already constituted.
Likewise, to promote sports activities in the district, a committee headed by Councilor Khaltsi, Lobzang Sherap has also been framed and in same line the meeting intends to constitute more such committees on various issues in future.
A discussion on slow tendering procedure resulting delay in completion of important developmental works in the short working season of Ladakh was also held and CEC Dr. Dawa stressed upon all the councillors to chase tendering procedure of their respective constituencies personally.
To discourage the prevailing menace of corruption in some government agencies, a lengthy discussion was also held and the meeting in one vice resolved to book culprit officials under law and stressed on inculcating honest work culture in the district.
To ensure punctuality of government officials epically in far-flung areas, the meeting also suggested various measures to be put into practice in future.
