Whenever there is any terrorist attack on security men or installations the questions on effectiveness of dialogue between India and Pakistan are raised. Whether Pakistan accepts evidence provided by India in terror attacks till date, it is passionate to keep the talks with Kashmiri separatists groups going to taunt India. The double talks by Pakistan as well as separatists are an open secret. Pakistan has kept the Kashmir pot boiling always by insisting that the dispute will top its agenda for the dialogue with India. And always hope is expressed that the J&K dispute would be settled between Pakistan and India through dialogue in accordance with the aspiration of the people of the State. And like that over seven decades have passed the peace remains elusive to the State. The NDA regime in 2014 called off foreign secretary talks because of Pakistan envoy Basit meeting Hurriyat leaders days before the dialogue. Islamabad, though, has continued to maintain that there is no change in its policy towards Kashmir and that it still regards the group as the real representative of J&K. Pakistan’s love for separatists and other factions is understandable. That is why it has kept J&K a hot spot for over two decades by supporting terrorism overtly or covertly to stake its claim over Kashmir which it claims to continue to extend moral, political and diplomatic support to the people of J&K and their legitimate right to self-determination. Same sentiments were also expressed by Pakistan before Hurriyat leaders that the Gilgit-Baltistan region would continue to be a part of the State. Historically facts are different but the neighbouring nation has not stopped from its misadventures and every time talks are planned there are hurdles in one form or the other. Post-Pathankot airbase terrorist attack by Pak-trained terrorists the complex and flavour of proposed talks have changed with more of uncertainty prevailing rather than a clear picture emerging for so that impasse could be broken, which in near future looks very bleak. The fall out of such a stalemate is India was able to develop Chabahar Port on the northern part of Iran so that trade between India other countries by-passing Pakistan continues without any hindrances. With uncertainty prevailing it looks holding talks with Pakistan is futile and unnecessarily giving credence to a notorious neighbour and giving leeway to separatists to meet Pakistan High Commission staff. This was the faulty step India had been practicing and responsible for misadventures by the neighbour.
