Editor, We are sending you an open letter addressed to Advisor Farooq Khan, Commissioner Secretary and Director School Jammu with request on behalf of parents, students, educationists of Jammu Division:- (i) For filling up the vacant posts of lecturers in all the Higher Secondary Schools of Jammu Division at the earliest. (ii) Such rules/norms may be framed for filling up posts of Lecturers in future so that posts may not remain vacant even for a single day in the best interest of students. That during the current Academic Session there have been shortfall of Lecturers in different Higher Secondary Schools of Jammu Division with effect from July 1, 2019 to July 9, 2019 and thereafter with effect from August 11, 2019 to till date and in view of this fact studies of the students have been ruined for more than 73 days where in despite repeated requests/ reminders posts of Lecturers have not been filled up. That students of far-flung areas have basic weakness in studies and thus they require continue efforts and imparting of quality education in order to enable them to pass the examination of 11th and 12th Classes which will be possible only if Lecturers in all the Subjects would have been posted in these schools. That students reading in 11th/12th are at the threshold of their career when they built their strong foundation/base required for pursuing higher studies. It is such a stage when students enhance their ability, efficiency and competency required for achieving goals fixed for them by their parents. That 11th/12th is such a stage in the careers of the students where they take final decision about their future. Thus sufficient Lecturers are required to be provided to the students at this stage enabling them to take meaningful decision about their career which will be in the best interest of nation. That since 50 per cent posts of lecturers are filled up through PSC and recruitment processes for making selection of lecturers through PSC is lengthy and time consuming besides some time processes get delayed due to litigation and ultimately the students will suffer but on the other hand we are of the opinion that students may not remain in the class/school without lecturers for a single day in the subjects viz. Physics, Chemistry, Botany, Zoology, English, Mathematics, Computer Science, IT and IP. That in order to harness full potential of the students in order to equip them to contribute for the national development it is mandatory for all the concerned state authorities that sufficient Lecturers shall be posted in all the Higher Secondary Schools of Jammu Division throughout the Academic Session. That we are of the opinion that career of the students will be affected if they will remain in the class without Lecturer even for a single day but unfortunately students of our areas are without Lecturers for the last more than 73 days which has caused irreparable loss to them which will never be coped up and all these students will bear it till their last breath. Thus their right to quality education has been greatly violated. That from the aforementioned facts it becomes quite clear that some rules/norms on the analogy of academic arrangements for filling up vacant posts of lecturers in future are urgently required to be framed as may be deemed fit and appropriate by the Government in the interest of the students so that during the intervening period (From date of vacancy to the date of filling up of posts through PSC) posts of lecturers may not remain vacant. That your good- self have been holding a responsible position/ post vested in ample of powers by virtue of which problem of these innocent students can be addressed once for all. Please imagine for a while if you would have fixed a prestigious goal of becoming IAS/KAS/Doctor/Engineer etc. and you would have opted medical/ non-medical subjects, and if there would have been short fall of Lecturers as is being faced by our children for such a long time and your parents would not have sufficient money to arrange private coaching for you then please introspect for a while that what would have been your feelings? Keeping in view all the averments made it is requested to fill up all the vacant posts of lecturers in all the Higher Secondary Schools of Jammu Division at the earliest.
