The trans-border narcotics pushed in by Pakistan to fund terrorism is no new news. Jammu and Kashmir has become one of the high-value transit point for the narcotics smuggled in by the Pakistan after the neighbouring Punjab. It looks as the pressure mounts on smugglers of narcotics in Punjab they shift their operations to Jammu and Kashmir which has advantageous position naturally and the low vigil by police all along the borders. International Borders all along J&K, Punjab, Rajasthan and Gujarat are vulnerable for the narco smuggling with vast open terrain and porous borders with a smuggler- friendly population in some areas. The lucrative – and clandestine – trade fetches good margins for the border residents as well as the couriers. The locally grown unathorisedly drug (Charas) is extracted from the hemp plant, and the entire operation, from cultivation to the final despatch out of Kashmir, involves about a large number of people. The farms are concentrated mostly in the foothills of the Pir Panchal range in the east of Kashmir, but the plants are also cultivated in the north-we stern areas of the valley. Surprisingly the lucrative harvest coincides with the paddy harvest towards the end of September. It has created a labour problem as they prefer high wages for hemp cultivation than paddy. Besides the narcotics smuggling there is high inflow of pharmaceutical drugs such as proxyvons and various other psychotropic substances from neighbouring Punjab. The cultivation of poppy and cannabis has increased manifold in the southern districts. The produce is meant for consumption in Punjab, Haryana, Rajasthan etc. The strategy to smuggle narcotics from cross LoC was to target the youth population of J&K and fund terrorism which is spreading comfortably thus making the state as a major transit point for high-value narcotics from Pakistan.
