STATE TIMES SPECIAL REPORT
JAMMU: Mystery shrouds fate of huge consignment of drugs stocked inside the ‘Maal Khana’ located in the Janipur Court Complex in Jammu.
Highly placed official sources revealed to STATE TIMES that every time a Challan against drug peddlers is produced in the court of law a huge consignment of seized drugs are dumped inside the ‘Maal Khana’. What happens next never comes out in public domain! Ironically, senior police officers who are investigating different cases of drug trafficking also remain clueless over the fate of seized drugs.
Inside reports claimed many a times the seized packets are exchanged and drugs are circulated and sold in small proportions for local consumption at the behest of kingpin of drug mafia in the State.
On many occasions when senior police officers tried to trace out the seized packets they themselves failed to track down the original packets deposited in the ‘Maal Khana’.
The condition of the ‘Maal Khana’ is also abysmal. In the absence of proper maintenance of records it is difficult to track down the details of consignments on regular basis.
Several senior police officers when contacted by STATE TIMES also revealed there is no actual data available about the total quantity of seized drugs lying in the Maal Khana in the recent years and how much has been destroyed after the investigations were completed in the case.
According to senior police officers, “In some other cases it has been seen when a police officer presents a Challan in the court of law, he or she deposits the consignment in the ‘Maal Khana’ set up inside the High Court premises. During the course of trial and after receiving the laboratory reports the findings are attached in the file and the seized packets are destroyed as per established procedure”.
Insiders claimed, “Since there is no regular monitoring of these seizures and very few people follow these, chances are that some seized packets go missing and find their way in the market again via well connected nexus of the policemen”.
According to official sources, on an average 100-150 kgs of high grade heroin is seized by the state police from drug peddlers every year. As the drug menace is spreading its tentacles, the police has launched a massive crack down and so far recovered more than 100 kgs of heroin this year.
According to official sources,” large number of ‘black sheep’ are bringing disrepute to the ‘Khaki’ by shaking hands with the drug peddlers in lieu of petty monetary gains”.
According to police sources more than a dozen policemen were found involved in the drug trafficking and were arrested along with small consignments of drugs in the last one year. According to these sources, ‘unholy’ nexus flourishes between the unscrupulous police personnel and drug peddlers after they strike deals to allow them to ferry huge consignments of contraband drugs to other neighbouring states via Jammu.
To save their skin and to avoid getting on the radar of the other agencies some of these police personnel leak information about the movement of consignments and the same gets trapped by the police parties at the ‘special naka’ points set up along the Jammu-Srinagar National Highway.
In some other cases, drug traffickers adopt different ‘modus operandi’ to get close to these policemen. They offer small consignments to them to sell independently for local consumption and earn money.
It has been seen when these policemen are caught only small quantities of drugs are recovered from their possession unlike big consignments.
