SRINAGAR: A delegation of All J and K Diploma Engineers Association met Deputy Chief Minister, Dr Nirmal Singh and discussed the problems being faced by the diploma engineers’ fraternity.
All J&K Diploma Engineers Association was represented by Afaq Chesti, Upinder Singh, Anil Gupta, Mohammad Yaseen and Mohammad Iqbal. Chief Secretary, Principal Secretary PDD, Secretary PHE and I&FC Director Finance Code also participated in the meeting.
The members of All J&K Diploma Engineers Association said that inspite of rendering unique and significant service in the development, the cadre is being neglected as meager quota of 20 per cent at the level of AE, AEE and XEn is not being maintained even being eligible for the posts. Moreover 20 per cent quota is not adequate and most of the diploma engineers are retiring without availing single promotion in entire service san, they said.
The association members suggested adoption of Punjab pattern for removing the stagnation of diploma engineers at the level of JE to AE. A discussion was held for the implementation of the same which will ensure gazetted status to junior engineers after 10 year of service. The issue of in-situ promotion and fixed travelling allowance was also discussed in the meeting.
Giving patient hearing to the deputation, the Deputy Chief Minister directed the officials for evolving a mechanism to remove the stagnation of diploma engineers at the level of JE to AE and further directed for maintenance of 20 per cent quota in Hydraulic PDD and R&B Department.
The Chief Secretary directed all the concerned departments to address the demands of diploma engineers at the earliest.
