Outspoken Governor Satya Pal Malik says that Kashmir issue can’t be resolved through gun but politically. He expressed concern over unemployment and non-investment of business houses. Malik says that corruption is deep-rooted in Jammu and Kashmir and he will make efforts to make the State corruption free. S P Malik spoke with Muhammad Mukaram Correspondent of STATE TIMES.
‘Pakistan can never become party to K-issue’
There has been an agreement with the then Prime Minister of Pakistan Zulfikar Ali Bhutto that there would be no third party intervention into the Kashmir issue. And, today we stand by that commitment. We will never allow Pakistan to become part to the issue until it stops infiltration and ceasefire violations on Line of Control. Let Hurriyat people go to Pakistan, take their feedback, talk on phone as they are doing, we have no problem. But we will be talking to Hurriyat not to Pakistan and for that I have a mandate to create a conducive atmosphere wherein we can start a dialogue at some stage that yields results. Hurriyat’s efforts of dragging Pakistan into Kashmir issue is not acceptable to us.
‘Boycotting polls by NC, PDP posturing for Assembly polls’
The elections for civic bodies were announced in the month of August and in two functions NC President Dr Farooq Abdullah asserted in front of me that these polls were neither for Delhi nor for Governor’s house but for the development of common people. Now suddenly boycott by NC and PDP seems nothing but a political posturing for the next Assembly and Parliament polls. The boycott call announced by Farooq Abdullah seems to be some compulsion. It should not be like Farooq Abdullah would win with a margin of seven per cent but 60 per cent votes. In the ongoing polls, BJP was not going to win; it was the NC and PDP who were destined to bag more seats than BJP. Now linking 35A with the civic polls makes no sense as these polls would hardly make any difference or impact. I want to ask these parties when they fought Kargil Hill Council elections, what is harm in contesting civic polls? They should not preach boycott at least as voting is a birth right of every citizen.
‘Political parties couldn’t do what they were supposed to do’
Political parties couldn’t do what they were supposed to do. For the past 40 years regional mainstream parties including separatists have shown false dreams, promises and unachievable things to the people of Jammu and Kashmir. See, the best example is from Nagaland to Northeast states as all are running government after negotiations, which too will happen in Jammu and Kashmir.
‘Politicians were not interested that any business investor should come here’
I have witnessed that unemployment is rapidly increasing in Jammu and Kashmir. So I talked to four business houses and asked them why they don’t invest in J&K.
They don’t have any problem but the question is whenever they tried to invest in J&K the only thing they faced was that they have been asked to give 12 to 15 per cent as broker charges, but in rest of the states they are giving only 2 to 3 per cent, which clearly indicates that the politicians were not interested that any business investor should come here. In January we are going to start ‘investment summit’ in Jammu. I assure that I will get signed 40 to 50 MoUs.
‘I will not tolerate corrupt system’
I will not tolerate corruption in the system. We have to make Jammu and Kashmir corruption-free State. I have directed the administration that every IAS and KAS officer must submit property details within one month. So let the public see who has earned how much. We have to change the system.
‘We can’t settle the K-issue militarily’
Civilian killings are unfortunate but I appeal to all youth that don’t disrupt the anti-terrorism operations. Look, we can’t settle the K-issue militarily, nor terrorists can. From decades all things have got mixed.
It has to be settled down politically. I know whenever any terrorists gets killed, two to three join. We need to tell people that terrorism is not going to yield anything. Recently, two civilians were killed in Srinagar; they were not candidates for civic body polls. What is the logic of this thing?
‘Prime Minister told me to give me a good Kashmir’
I asked Prime Minister what is my mandate? He replied, “Give me a good Kashmir”.
