STATE TIMES NEWS JAMMU: J&K State Consumer Disputes Redressal Commission has been made functional by the Government through the appointment of two members including D.K Kapoor former District and Sessions Judge and Sabina Jan Advocate. In this regard, department of Food, Civil Supplies and Consumer Affairs, Civil Secretariat issued SRO 190 dated 20th April 2017 thereby stating that in exercise of powers conferred under Sub-section (1) of Section 14 of Jammu and Kashmir Consumer Protection Act, 1987(Act No.XVI of 1987) read with rule 12 (ii) of Jammu and Kashmir Consumer Protection Rules, 1987, the Government, on the recommendation of selection committee appointed Davinder Kumar Kapoor (Retired District and Sessions Judge) and Sabina Jan (Advocate) Ex-member District Consumer Forum Srinagar as ‘Members’ of the Jammu and Kashmir State Consumer Disputes Redressal Commission (State Commission) for a period of five years with immediate effect. Kapoor has held office of President District Forum Jammu for two years and worked as Member SCDRC for five years when he authored a number of landmark judgments on various subjects including medical negligence and deficiency in service by airlines and insurance companies. He disbursed arrears of crores of rupees to Kashmir’s flood victims of September 2014 which mostly include poor artisans of Dal Lake area. He made payment to poor flood victims through on-line system so that no consumer from Kashmir had to visit office at Jammu and face ordeals of wrangles. Sabina is richly experienced as she had served Divisional Forum for five years and three years as member District Forum. With their appointment adequate quorum is provided by government and made the highest Consumer Forum in the State functional with immediate effect.
