JAMMU: Terming the budget proposals presented by Finance Minister Dr Haseeb Drabu as ‘Budget of failed promises’, false hopes and jugglery of figures and nothing else, independent MLA from Udhampur Pawan Gupta on Tuesday said the alliance government is only creating an illusion to befool the common masses. He said the alliance government has failed to achieve equitable development of all three regions of the State. What we are witnessing in the State today is non-inclusive development.
He said the rules have been brazenly violated to present a rosy picture in front of the people of the State.
Participating in the general discussion on Budget in the state assembly Gupta started by highlighting the fact how finance minister has been exaggerating the developmental expenditure figures to paint a rosy picture of development in the State.
Quoting figures from the previous budget documents Gupta stated, “Finance Minister Haseeb Drabu had informed the august house that the revised figures of developmental expenditure for 2015-16 would increase from at the rate of Rs 11,246 crore to Rs 14,473 crore but in reality a sum of Rs 7,331 crore were only spent. Similarly he said in 2016-17 the developmental expenditure estimated at the rate of Rs 19,694 crore was reduced to Rs 8,037 crore only. He said such a large scale concoction of figures is unprecedented. He said everyone is bamboozled. He said the house was told by Finance Minister that power bonds would be issued but till date no such bonds have been issued. Referring to other irregularities in the budget document, Gupta said because of Drabunomics common people of the State are suffering. He said the overall debt liability has increased manifold and Finance Minister has virtually raped the FRBM Act. He expressed surprise over the fact as to how the budget document is being manufactured by making false entries.
Referring to State Power Development Corporation, Gupta said there is no balance sheet. The Board meetings have not been convened, the AGM was not held, still no action has followed against the company secretary. He said even after the indictment by CAG no action has followed and Finance Minister is patting his own back by claiming he is making it more professional. Tell me what kind of professionalism it is.
He said the alliance govt has appointed political cadre on the post of vice chairman of various corporations. I want to ask what is their professional competence. He demanded that all 22 VC’s must resign and if they would not do so they would be committing an offence under the company’s act and under the guidelines of the corporate affairs ministry. He demanded that the power department must set its own house in order.
He said the government is adopting selective approach in distributing scooties to meritorious students in several districts of the state. He said several other State PSUs are in shambles but government is least concerned about reviving them. During his speech, Gupta made mention of several other schemes which should have received attention as they aimed at promoting tourism across Jammu region, providing support to the local silk producers in Udhampur, Horticulture and Floriculture sectors, handicrafts, etc.
He blamed the government for adopting Kashmir centric policies and demanded equitable development of all three regions and strict compliance of rules.
