SRINAGAR: Jammu and Kashmir has different set of rules for different set of employees. It has no rules at all for such of the chosen few employees, who enjoy politico- administrative patronage at various levels. Such categories of employees remain relevant to every dispensation. One amongst such employees is high profile but ‘Adhoc’ Managing Director, Jammu and Kashmir Projects Constructions Corporation, Vikar Mustafa Shonthu.
Shonthu proved himself to be lucky enough, compared to 65 doctors, who were terminated just a day ago from services for unauthorised extended absence from their duties. Instead of being punished, Shonthu, however, was rewarded.
Vikar Mustafa Shonthu had proceeded to Dubai for pursuing a lucrative assignment after proceeding on leave (or may be absence for some period) for 2,360 days, which was later shown as 1,621 days by the then Managing Director. On his return in 2015, he did not only join back the JKPCC but got elevated as General Manager in the first instance. In a short span of time, he developed such a rapport with the ‘popular government’ that Shonthu was ordered to ‘look after’ the post of Managing Director after the retirement on superannuation of Nayeem Ahmad.
The action of the Chairman JKPCC in ordering Shonthu to look after the work of MD vide order dated 2nd March 2018 is purported to have been confirmed in the 93rd meeting of the Board of Directors of JKPCC on May 9, 2018 at 8:00 AM under the Chairmanship of Minister for R&B & Culture (Chairman JKPCC) at SKICC-Srinagar.
According to Agenda Item 93.06 (4)under the sub-heading-Placement of Vikar Mustafa Shonthu, as Managing Director, JKPCC Ltd, the Board is reported to have taken a decision, which reads, “The Board of Directors confirmed action taken by Chairman by issuance of Order No 01 of 2018 dated March 2, 2018.
The minutes of the 93rd Board meeting are signed by the beneficiary, Vikar Mustafa Shonthu, as Managing Director, JKPCC Ltd and the benefactor, Chairman, JKPCC Ltd, (Minister for Public Works & Culture). Unlike previous minutes, the minutes of this particular meeting did not carry the signatures of Commissioner/Secretary to Government, R&B Deptt, who was also present in the meeting.
“This vital infirmity raises questions about the authenticity of the minutes, confirming the placement of Vikar Shonthu, among other things, as the Managing Director”, according to sources in the JKPCC.
State Accountability Commission has taken the cognisance of the pleas with regard to placement of Vikar Shonthu as MD in April this year. On 14th April, the Commission had asked the Commissioner Secretary, Public Works Department whether the then Works Minister Naeem Akhtar was competent to pass Order of March 2, 2018, “deputing General Manager of the Corporation Vikar Mustafa Shonthu as the Managing Director of the JKPCC.
