STATE TIMES NEWS JAMMU: Appreciating bold initiative of the Governor for ordering an investigation into implementation of Roshni Act in the State, Rattan Dogra, President Association of Industries (AoI) Gangyal on Wednesday urged the Governor to grant ownership rights of land under possession to local entrepreneurs (sons of soil). Dogra further emphasized that the association, during one of the previous pre-budget deliberations, mooted a proposal to grant ownership rights to local entrepreneurs of industrial land under their possession besides utilising the revenue thus generated towards further investment in fresh power projects. “The proposal was duly acknowledged and appreciated by the then Finance Minister during his Budget speech, which culminated in formulation of Roshni Act. Not only the Act, but the rules & regulations framed in this regard were devised with malafide intensions to enable powerful politicians, influential bureaucrats and land grabbers to grab large chunks of prime lands at negligible prices while hopes and genuine concerns of industrial sector were totally belied in absence of any significant initiative to grant ownership rights to local entrepreneurs for no legitimate reasons,” Dogra alleged. Dogra further stressed that in absence of ownership rights, which constitutes bulk proportion of fixed assets of any industrial unit, entrepreneurs remained deprived of getting adequate working capital as per requirement, by various Banks/Financial institutions. He further emphasized after abrogation of Article 370, rapid industrialisation has been earmarked as one of the prime investment focus. AoI and entire industrial sector has regularly and continuously invited the attention of the State Government to prioritise provision of a special Fiscal Package to restore competitive edge, that existed prior to GST regime, he added. “Since, the Governor has already initiated enquiry into the bungling committed under the Roshni Act, it is high time that Governor should also initiate effective steps to grant ownership rights of land under possession to local entrepreneurs (sons of soil), pending future proposals and special package being devised to attract fresh capital investments in the State,” he requested.
