Muhammad Mukaram SRINAGAR: In broad day light, two Junior Assistants of Indian System of Medicine (ISM) Department on Tuesday barged into the office of Dr. Kuldeep Kumar Koul, Assistant Director (Headquarter), who is also Public Information Officer (PIO) ISM, and attacked him. They even grabbed him by the neck and asked him to leave the place. Dr Koul narrated the whole incident to STATE TIMES, saying he was performing his official duty in his chamber at Unani Hospital Shalteng, Srinagar. The two Junior Assistants, Azhar Hussian and Imtiyaz Ahmad entered into his chamber and attacked him, he alleged.
“Today at 10:35 AM when I was in my office, two Junior Assistants, Azhar Hussain and Imtiyaz Ahmad entered into my room, grabbed me by the neck and pushed me out of the chair. They also slapped me and in the process when the other officers were trying to pacify them, they pushed and attacked them also,” Dr. Koul told STATE TIMES.
Dr. Koul said that it was a pre-planned attack, as he is also holding the charge of Public Information Officer (PIO).
“One person has filed an RTI, seeking some information from our department. As a PIO, I am bound to provide information to RTI seeker within 30 days. I forwarded the case to concerned section but they didn’t reply despite my dozens of internal office notes and apprising about the case to Director ISM. I had attended two hearings before the commission also,” Dr. Koul said.
Soon after the attack, Dr. Koul lodged a written complaint to Advisor (K) and Principal Secretary Health and Medical Education Department against both the Junior Assistants for intimidating, thrashing and threatening him. He demanded immediate initiation of criminal proceedings against them.
A group of employees, witness to the ugly scene, told STATE TIMES that the two Junior Assistants crossed all the limits and used abusive language and thrashed Dr Kuldeep Kumar Koul.
Dr Kuldeep Kumar Koul told STATE TIMES that both the Junior Assistants created a scene and violated the service rules by indulging in hooliganism.
Director, Indian System of Medicine (ISM), J&K, Dr. Phuntsog Angchuk told STATE TIMES that, when this incident happened, he was in Secretariat and after returning back to office, he heard about the whole incident and also received a written complaint from Dr Kuldeep Kumar Koul. “I am personally enquiring into the matter,” he maintained.
However, Principal Secretary Health and Medical Education while talking to STATE TIMES said that strict action will taken against those found violating the rules.
